Regulated Health Profession Fingerprinting in Surrey, BC — Nurses, Doctors, Pharmacists, and All BC Health Regulatory Colleges

📅 April 9, 2026 ✍️ Surrey Fingerprint Company ⏱️ 6 min read 📍 Surrey, BC

Regulated health professionals applying for initial registration or a licence renewal with a British Columbia health regulatory college must complete an RCMP fingerprint-based criminal record check. This requirement applies to nurses, physicians, pharmacists, paramedics, occupational therapists, physiotherapists, dental professionals, social workers, and many other regulated professions. Surrey Fingerprint Company is RCMP accredited and provides health profession registration fingerprinting with most results returned within 3 business days.

✅ RCMP Accredited — Results in 3 Business Days

Surrey Fingerprint Company is RCMP accredited and processes health profession registration fingerprinting daily. We are familiar with the requirements of all major BC health regulatory colleges. Walk-ins welcome Monday to Saturday 9 AM–8 PM. (604) 825-8882 · 112-8232 120 Street, Surrey BC

Why BC Health Regulatory Colleges Require Fingerprinting

Under the Health Professions Act and individual college bylaws, BC health regulatory colleges are legally required to conduct criminal record checks for registrants to protect patient safety. Unlike name-based checks — which can miss records from people with similar names — fingerprint-based RCMP criminal record checks are identity-verified, ensuring the check result is definitively matched to the correct individual.

A name-based CPIC check is not sufficient for health profession registration in BC. Your college requires a certified fingerprint-based RCMP criminal record check. The RCMP result is usually sent directly to your regulatory college (for adults) or to you (for some circumstances) as specified in your college's registration instructions.

Special Section: Internationally Educated Health Professionals (IEHPs)

🌐 If You Were Educated or Practised Outside Canada

  • Canadian RCMP check is always required — even if you have already provided a police clearance from your home country. Your BC college needs a Canadian check to verify any Canadian criminal history.
  • Police clearances from other countries are also typically required for each country where you lived or practised for 6 months or more. These are separate from the Canadian RCMP check.
  • For foreign police clearances — Surrey Fingerprint Company provides card scan services for countries that require ink fingerprints on their own national fingerprint form (e.g. UK, India, Philippines, South Africa, UAE, Australia). We can print your fingerprints on the correct country-specific form for mailing to that country's authorities.
  • IRCC Police Certificate — if you are also applying for Canadian permanent residency, you will need an RCMP Police Clearance Certificate for immigration purposes in addition to your health college registration check. These can often be done in the same appointment.
  • Bring your college's registration instructions to your appointment so we can ensure the correct routing and form are used for your specific college's requirements.

Step-by-Step Process

1

Check your specific college's current instructions

Each regulatory college may have slightly different requirements — some provide their own routing form or specify an ORI number. Download the registration instructions from your college's website or log into your registration portal before your fingerprinting appointment to confirm exactly what is needed.

2

Visit Surrey Fingerprint Company with your college's form or letter

Bring the form or letter from your regulatory college, your professional registration number or application reference number (if already assigned), and two pieces of government-issued photo ID. Walk-ins welcome Monday–Saturday 9 AM–8 PM.

3

Electronic fingerprinting — 15 to 20 minutes

We capture your ten digital fingerprints, complete all required form fields, and submit electronically to the RCMP with your college's specified routing or ORI number. You receive a receipt and transaction number immediately.

4

RCMP processes and routes results — 3 business days

Most clean record results return within 3 business days. Depending on your college's process, results go directly to your college or to you for inclusion in your registration package. Confirm with your college which applies so you can follow up correctly.

5

Submit your complete registration package to your college

Include the RCMP criminal record check (or confirmation that it has been sent directly to your college) with all other required registration documents. Most colleges require the check to be no more than 6 months old — do not leave significant time between fingerprinting and submitting your registration.

⚠️ Criminal Record Checks Expire — Plan Your Timing

Most BC health regulatory colleges require your criminal record check to be no more than 6 months old at the time your registration application is submitted. If you get fingerprinted but then delay submitting your registration by more than 6 months, you may need to repeat the process. Get fingerprinted as close as possible to when you plan to submit your full registration package.

💡 Planning to Register With Multiple Colleges?

Some health professionals hold registrations with more than one college — for example, a nurse-midwife, or a physician practising in a second specialty. Each college may require a separate criminal record check submitted to their specific routing. Surrey Fingerprint Company can process multiple simultaneous submissions in one appointment if your colleges require different ORI numbers or routing instructions.

Frequently Asked Questions

Which BC health regulatory colleges require fingerprint-based criminal record checks?+
Most BC health regulatory colleges require fingerprint-based RCMP criminal record checks for new registrants and internationally educated professionals. These include BCCNM (nurses, midwives, paramedics), CPSBC (physicians and surgeons), College of Pharmacists of BC, COTBC (occupational therapists), College of Physical Therapists of BC, CDSBC (dentists), College of Dental Hygienists of BC, BC College of Social Workers, and many others. Name-based checks are generally not accepted.
I am an internationally educated nurse (IEN) applying to BCCNM — what do I need?+
IENs applying to BCCNM need a Canadian RCMP fingerprint-based criminal record check, plus police clearance certificates from every country where they have lived or practised for 6 months or more. Surrey Fingerprint Company handles both the Canadian RCMP check and card scan services for international fingerprint cards from other countries. Bring your BCCNM registration instructions to confirm the exact routing required.
My college gave me a specific form or letter — do I use that or the standard RCMP C-216C?+
Always follow the instructions from your regulatory college. Some colleges use the standard RCMP C-216C; others have their own forms or specify ORI numbers that route results directly to the college. Bring whatever form or letter your college provided. Surrey Fingerprint Company is familiar with all major BC health college requirements and will ensure the correct routing is used.
How recent does my criminal record check need to be?+

How long does RCMP processing take for health profession registration?+
Most clean record results return from the RCMP within 3 business days after electronic submission. If a potential record match requires manual review, processing can take up to 120 days. Plan your registration timeline accordingly — if you have any history that might require review, allow extra time before your intended start date.
Can I use a Vulnerable Sector Check for health profession registration?+
In most cases a standard RCMP criminal record check is sufficient for health profession registration. A Vulnerable Sector Check (VSC) is specifically required for positions working directly with vulnerable populations. Some healthcare employers (hospitals, residential care facilities) may require a VSC in addition to your college registration check — this is an employer requirement, separate from college registration. Check both your college's requirements and your employer's requirements.

📄 Record Suspension

Record Suspension (Pardon) Fingerprinting in Surrey, BC — The Complete Guide to Starting Your Application

📅 July 1, 2025 ✍️ Surrey Fingerprint Company ⏱️ 7 min read 📍 Surrey, BC

A Record Suspension — still commonly called a Canadian Pardon — is one of the most important steps a person with a criminal conviction can take to rebuild their life. It seals your record from standard criminal record checks, opening doors to employment, volunteering, professional licensing, and travel that would otherwise be blocked. But before you can apply to the Parole Board of Canada, fingerprinting is step one — and it must be done correctly. Surrey Fingerprint Company processes record suspension fingerprints with same-day RCMP submission, Monday to Saturday, 9 AM to 8 PM.

✅ RCMP Accredited — Record Suspension Fingerprinting Done Right

We submit your fingerprints electronically to the RCMP with clear notation that the purpose is a record suspension application — as required by the Parole Board of Canada. You receive a receipt and transaction number to track your RCMP criminal record request. Walk-ins welcome. (604) 825-8882 · 112-8232 120 Street, Surrey BC

What Is a Record Suspension (Pardon)?

A Record Suspension is granted by the Parole Board of Canada (PBC) under the Criminal Records Act. It legally separates your criminal convictions from the active RCMP National Repository of Criminal Records — meaning they no longer appear on standard criminal record checks used by most employers, volunteer organizations, and licensing bodies.

The term pardon was replaced by record suspension in 2012 when Parliament amended the Criminal Records Act. However, both terms refer to the same legal mechanism, and many people still use "pardon" in everyday conversation. The Parole Board processes both pardons and record suspensions under the same criteria — your application paperwork will refer to "record suspension" as the current official term.

📊 2024–2025 Statistics

The Parole Board of Canada received 17,072 record suspension applications in 2024–2025 and accepted 71% of them. Applications proposed for refusal may take up to 24 months to process. The application fee was reduced from $657.77 to $50.00 in January 2022 — making the process significantly more accessible.

Who Is Eligible to Apply?

5

Years Wait — Summary Offences

Minor criminal offences (e.g. minor theft, simple drug possession). Sentence must be fully completed including probation, fines, and conditions.

10

Years Wait — Indictable Offences

Serious criminal offences (e.g. assault, fraud, drug trafficking). Full sentence including all conditions must be completed before the wait begins.

⚠️ 2020 Court Ruling — You May Qualify Sooner

A March 2020 Federal Court decision means the Parole Board no longer retroactively applies the stricter 2010 and 2012 legislative amendments. If your first offence was committed before those amendments, your application may be processed under the older, more lenient criteria — which had shorter waiting periods. If you were previously told you needed to wait 10 years, you may actually qualify under the old 5-year pardon criteria. Contact the Parole Board of Canada at 1-800-874-2652 to confirm which criteria apply to your situation.

Who is NOT eligible: Individuals convicted of a Schedule 1 offence (sexual offences against minors) face additional scrutiny and may be ineligible. People convicted of more than three indictable offences each carrying a sentence of 2+ years are also generally ineligible. Anyone with pending charges or outstanding warrants must resolve those before applying.

Cannabis simple possession — free record suspension: If your only conviction is simple possession of cannabis, you can apply for a record suspension with no application fee and no waiting period under Bill C-93. This applies even if sentence is not yet complete (fines do not disqualify you under this specific stream).

Why Fingerprinting Is the First Step

The fingerprinting step must be completed before anything else — before you fill out the Parole Board application form, before you request court documents, before you do anything. Here is why:

  • The RCMP needs your fingerprints to locate your exact criminal record in their National Repository — not just find someone with your name and birthdate
  • The RCMP produces a certified criminal record (or a Certification of No Criminal Record) which you must include with your Parole Board application
  • Your electronic fingerprint submission must clearly state it is for a record suspension — otherwise the RCMP cannot process it for this purpose
  • Hybrid offences (charges that can be prosecuted as summary or indictable) may not appear on a name-based check but will appear on a fingerprint-based check
🚫 Do Not Skip Fingerprinting or Use a Name-Based Check

The Parole Board of Canada will not accept a name-based criminal record check (CPIC) for a record suspension application. You must have fingerprint-based RCMP certified criminal record results. Using a name-based check will result in your application being returned without processing.

Benefits of a Record Suspension

💼 Employment

Most employers conduct standard criminal record checks. A record suspension means your convictions will not appear, removing a barrier to employment in the vast majority of positions.

🏥 Professional Licensing

Healthcare colleges, law societies, real estate boards, and other regulated profession bodies conduct background checks. A suspension removes most convictions from standard checks used by these bodies.

🤝 Volunteering

Coaches, youth workers, and volunteers with children or seniors must pass criminal record checks. A suspension allows you to pass standard checks and contribute to your community.

🏠 Housing

Many landlords and social housing providers conduct background checks. A record suspension removes convictions from standard checks, improving your housing options.

🎓 Education

Some colleges and universities require criminal record checks for admission to healthcare, education, or social work programs. A suspension removes the barrier.

✈️ International Travel

A suspension removes your conviction from standard Canadian criminal record checks used by some foreign embassies. Note: it does not automatically grant entry to the US — a separate US Entry Waiver (I-192) may still be needed.

The Complete Record Suspension Process — Step by Step

1
Do This First

Get your RCMP fingerprints taken — record suspension purpose

Visit Surrey Fingerprint Company. Your fingerprints are submitted to the RCMP electronically with record suspension noted as the purpose. You receive a receipt with your transaction number. The RCMP then processes your criminal record and mails you a certified copy.

2
2–6 Weeks

Receive your RCMP certified criminal record

The RCMP mails you an official certified criminal record (or a Certification of No Criminal Record). Current processing time is typically 3 to 5 weeks. This document is mandatory for your application — do not proceed without it.

3
2–4 Months

Obtain certified court documents for each conviction

For every conviction on your record, request certified copies of court documents from the courthouse where you were convicted. Processing times vary — some courts take 2 weeks, others take 4 months. Request all documents simultaneously to save time.

4
2–4 Months

Obtain local police records checks

Request a Local Police Records Check from every city or municipality where you have lived for 3 months or more in the past 5 years. Each requires a signed consent form and fee. The Parole Board will return your application if these checks are incomplete or missing required information.

5

Complete the Parole Board application form

Download the official Record Suspension Application Guide from the Parole Board of Canada website. Complete all sections carefully — incomplete applications are returned without processing. If you have a Schedule 1 offence conviction, you must also complete the Exception Form.

6

Gather supporting identity documents

Include a clear photocopy of a government-issued document with your name, date of birth, and signature (passport, driver's licence, or health card). If you are a past Canadian Armed Forces member, also obtain your Military Conduct Sheet from DND.

7
$50 Fee

Submit complete application to the Parole Board of Canada

Mail your completed application package with the $50 processing fee (via the new Processing Fee form — not the old credit card form) to the Parole Board of Canada. Keep copies of everything. You cannot apply online — submission must be by mail, email, or fax.

8
6–24 Months

Parole Board processes your application

The Parole Board reviews your application. Summary offence applications typically take 6 months. Indictable offence applications take 12 months. Applications proposed for refusal may take up to 24 months. If approved, your suspension is granted and your RCMP record is sealed.

⚠️ Beware of High-Fee Third-Party Services

Many companies charge $800 to $1,500+ to "assist" with record suspension applications. You do not need to hire anyone — the application is available directly from the Parole Board of Canada for $50. No service can expedite or fast-track the Parole Board review. Using a representative does not speed up your application. The only step that may benefit from help is gathering court documents from multiple jurisdictions.

Frequently Asked Questions

Why do I need fingerprints for a record suspension application?+
The Parole Board of Canada requires fingerprints so the RCMP can accurately locate your specific criminal record in the National Repository. Without fingerprints, the RCMP cannot guarantee they have identified the correct record — especially if you share a name with someone else. Your electronic fingerprint submission must clearly state it is for a record suspension application, which Surrey Fingerprint Company ensures when submitting on your behalf.
What is the difference between a record suspension and a pardon?+
They are the same thing. "Pardon" was the official term before 2012 when Parliament renamed it "record suspension" in the Criminal Records Act. The legal effect is identical — your criminal record is separated from active records and no longer disclosed on most standard checks. The Parole Board processes both under the same criteria.
How much does a record suspension cost in Canada in 2025?+
The Parole Board of Canada charges $50 (dramatically reduced from $657.77 in January 2022). You also pay separately for fingerprinting, your RCMP certified criminal record, court documents from each conviction, and local police records checks. Total out-of-pocket costs typically range from $250 to $500 depending on how many convictions you have and how many cities you have lived in.
How long do I need to wait before applying for a record suspension?+
For summary conviction offences, you must wait 5 years after completing your full sentence. For indictable offences, the wait is 10 years. However, a 2020 Federal Court decision means some applicants may qualify under older, shorter waiting periods if their first offence predates the 2010/2012 legislative changes. Contact the Parole Board at 1-800-874-2652 if you are unsure which criteria apply.
Does a record suspension erase my criminal record?+
No — it seals your record from the active RCMP National Repository, not permanently erases it. The record is separated from active criminal records and will not appear on most standard criminal record checks. It can be unsealed if you are convicted of a new offence. Some professional licensing bodies (law societies, healthcare colleges) may still ask about suspended records on their applications — if asked, you must disclose.
Does a Canadian record suspension allow me to travel to the US?+
Not automatically. A record suspension seals your record from Canadian criminal record checks but does not affect US border databases. US Customs and Border Protection (CBP) may still have access to your original conviction information. If you have been refused entry to the US or have a conviction that could affect US admissibility, you may need a separate US Entry Waiver (Form I-192) — Surrey Fingerprint Company can provide the FBI FD-258 fingerprinting required for I-192 applications.
What is the total timeline for a record suspension?+
Plan for 6 to 18 months total from start to finish. Getting fingerprinted and receiving your RCMP certified criminal record takes 2 to 6 weeks. Gathering court documents and local police checks takes 2 to 4 months. The Parole Board then takes 6 months (summary) to 12+ months (indictable) to process your completed application. The only way to be faster is to start gathering documents simultaneously — but the Parole Board review timeline cannot be shortened by anyone.

What Is CBSA Form BSF644?

📋

BSF644 — Digital Fingerprint Request (Canada Border Services Agency)

BSF644 is the official fingerprint request form issued by the Canada Border Services Agency (CBSA) for all employment candidates and current CBSA employees requiring personnel security screening. It is NOT the same as the standard RCMP C-216C form or the PSPC Contract Security Program form. The BSF644 routes your fingerprint results specifically to the CBSA Personnel Security Screening Unit in Ottawa, and must always be accompanied by two additional documents.

The BSF644 form contains your personal information, selection process number, and CBSA routing details. When you bring this form to an RCMP accredited fingerprinting provider, the provider uses the information to submit your digital fingerprints electronically to the RCMP, which then forwards results to the CBSA. For ink and roll fingerprints (which are less common), all physical documents must be mailed directly to Ottawa.

The Three Documents You Need

Unlike other fingerprint forms, the CBSA BSF644 process requires three documents — not just one. Make sure you have all of them before your appointment:

✅ Required

1. Form BSF644

The Digital Fingerprint Request form issued to you by CBSA Human Resources or the security screening coordinator. Contains your selection process number. Do not show up without this.

✅ Required

2. RCMP C-216C Fingerprint Card

The standard RCMP fingerprint card that captures your ten rolled fingerprints. Surrey Fingerprint Company provides this — you do not need to bring your own. We complete it during your appointment.

✅ Required

3. Third Party Waiver of Consent

Authorizes the RCMP to release your criminal record check results to the CBSA. CBSA HR usually provides this with your BSF644. If you did not receive it, ask your CBSA contact before your appointment.

✅ Required

4. Two Pieces of Photo ID

Two pieces of government-issued identification — at least one with your photo. Passport, driver's licence, PR card, or BC Services Card. Health cards are not accepted for this process.

📌 Keep This

5. Proof of Payment Receipt

The fingerprinting provider must give you a proof of payment receipt. Keep this — CBSA may request it to confirm you completed the fingerprinting step.

⚠️ Ink and Roll: Mail Everything to Ottawa

If for any reason you require ink and roll fingerprints instead of electronic, you must mail all three documents — both sets of fingerprints (C-216C), your BSF644 form, and the Third Party Waiver of Consent — directly to: CBSA Personnel Security Screening Unit, 355 North River Rd, Tower B, 20th Floor, Ottawa ON K1L 8C1. Electronic submission is strongly recommended as it is faster and more reliable.

Which CBSA Positions Require BSF644 Fingerprinting?

Every CBSA position — from frontline enforcement to administrative support — requires personnel security screening including fingerprinting. The clearance level depends on the position, but all require the BSF644 process:

Enhanced Reliability Status

Required for all CBSA positions. More thorough than standard reliability — includes enhanced law enforcement checks.

Secret Clearance

Required for most frontline and supervisory roles. Involves CSIS security assessment. Takes 3–6 months after fingerprinting.

Top Secret

Required for senior intelligence and national security roles within CBSA. Full CSIS field investigation. Can take 6–12 months.

🛂 Border Services Officers (BSO)

The most common CBSA position. BSOs require Enhanced Reliability Status plus Secret Clearance. The CBSA recruitment process can take up to 18 months and includes physical testing (PARE), medical evaluation, and security screening with BSF644 fingerprinting.

🔍 Intelligence Officers

CBSA Intelligence Officers assess threats, analyze data, and support enforcement operations. They typically require Secret or Top Secret clearance depending on their specific role and access requirements.

💻 Technology and IT Staff

IT analysts, developers, and network professionals working on CBSA systems require security screening including BSF644 fingerprinting before receiving access to CBSA information systems.

📊 Investigators and Enforcement

CBSA investigators, commercial fraud specialists, and criminal investigations officers require enhanced security screening. Positions involving sensitive national security information need Secret or Top Secret clearance.

🎓 Student Border Services Officers

Student BSO positions for summer 2026 intake (applications in July 2026) require security screening including fingerprinting. Students must be 18 years or older and enrolled full-time in a post-secondary program.

📋 Administrative and Support Staff

All CBSA administrative, financial, human resources, and support roles — including those without direct enforcement duties — require Enhanced Reliability Status with BSF644 fingerprinting.

🏗️ CBSA Contractors and Consultants

Private sector contractors providing services to CBSA through federal procurement must also complete CBSA-specific security screening. Depending on their contract, they may require their own BSF644 submission.

🔄 Existing Staff — Clearance Upgrades

Current CBSA employees requesting an upgrade in their security clearance level also require new fingerprinting through the BSF644 process, unless they were re-fingerprinted within the past 12 months.

Step-by-Step Process

1

You pass the CBSA assessment stage and receive your BSF644 package

CBSA HR or the security screening coordinator emails you the BSF644 form, the Third Party Waiver of Consent, and instructions. Review the instructions carefully and confirm your selection process number is correctly pre-filled on the BSF644.

2

Book or walk in to Surrey Fingerprint Company

Call (604) 825-8882 or walk in Monday–Saturday 9 AM–8 PM. Bring your BSF644 form, Third Party Waiver of Consent, and two pieces of government-issued photo ID. We supply the C-216C card — you do not need to bring one.

3

20-minute fingerprinting appointment

Our technician verifies your identity, completes the C-216C fingerprint card, enters your BSF644 routing information into our RCMP submission system, and captures your ten digital fingerprints. This takes 15 to 20 minutes.

4

Electronic submission to RCMP — same day

Your fingerprints are submitted electronically to the RCMP along with the Third Party Consent authorisation. You receive a proof of payment receipt. The RCMP routes results to the CBSA Personnel Security Screening Unit.

5

Notify CBSA you have completed fingerprinting

Contact your CBSA HR contact or security screening coordinator to confirm fingerprinting is done and provide your receipt. CBSA then processes your security screening application using the fingerprint results from the RCMP.

6

CBSA completes security screening — clearance granted

Once fingerprinting, reference checks, and all other security assessment steps are complete, CBSA grants your clearance level. For BSO candidates, the full recruitment process from initial application to clearance can take 6 to 18 months.

CBSA BSO Recruitment Timeline — Where Fingerprinting Fits

Many CBSA candidates are surprised by how long the full process takes. Here is where BSF644 fingerprinting fits within the Border Services Officer recruitment process:

  • Stage 1: Online application and screening (Public Service Commission)
  • Stage 2: Written exam (Situational Judgement Test)
  • Stage 3: Physical Abilities Readiness Evaluation (PARE) — must complete obstacle course in 4 min 45 sec
  • Stage 4: Structured interview
  • Stage 5: Medical evaluation by designated CBSA physician
  • Stage 6: Second language evaluation (bilingual positions only)
  • Stage 7: Security screening — BSF644 fingerprinting happens here
  • Stage 8: Canadian Firearms Safety Course (CFSC) and Restricted CRFSC
  • Stage 9: 5-week training at Canada Border Services College
💡 Do Not Delay Your Fingerprinting

Security screening is often the longest part of CBSA recruitment. Get your BSF644 fingerprinting done as quickly as possible after receiving your package — delays at the fingerprinting stage push back your entire start date. Surrey Fingerprint Company offers same-day walk-in service with no waiting period.

If ink and roll fingerprints are taken instead of electronic, all documents must be mailed to: CBSA Personnel Security Screening Unit, 355 North River Rd, Tower B, 20th Floor, Ottawa ON K1L 8C1. Do not mail documents to a local CBSA office — they must go to the Ottawa address.
What documents do I need to bring to my BSF644 fingerprinting appointment?+
Bring your BSF644 form (provided by CBSA HR), the Third Party Waiver of Consent document, and two pieces of government-issued photo ID such as a passport or driver's licence. Surrey Fingerprint Company provides and completes the C-216C fingerprint card on your behalf during the appointment — you do not need to bring one.
What security clearance do CBSA Border Services Officers need?+
CBSA Border Services Officers require Enhanced Reliability Status plus Secret Clearance as a condition of employment — both must be maintained throughout their career. Fingerprinting through BSF644 is required for both levels. Secret clearance involves a CSIS security assessment and typically takes 3 to 6 months after fingerprinting is complete.
How long does CBSA security screening take after fingerprinting?+
CBSA security screening timelines vary by position. For Border Services Officer candidates, the fingerprinting itself takes 20 minutes, but the full security screening — including reliability status checks and secret clearance CSIS assessment — typically takes 3 to 12 months. The overall BSO recruitment process from application to start date can take 6 to 18 months.
I already have a security clearance from another federal department — do I still need BSF644 fingerprinting?+
Possibly not — CBSA may be able to transfer or duplicate your existing clearance from another Government of Canada department if it is at the required level and still valid. Ask your CBSA HR contact about the duplication or transfer process. However, if your existing clearance has been inactive for more than 12 months, you will need new fingerprinting.

What Is the Contract Security Program Fingerprint Form?

📋

Fingerprints Applicant Request Form — Contract Security Program

This is the official Government of Canada form issued by Public Services and Procurement Canada (PSPC). It instructs an RCMP accredited fingerprint provider to submit your criminal record check results to the Contract Security Program using ORI number PQ80800. The form also records your 20-digit Document Control Number (DCN) — which you must record on your security screening application.

The ORI (Originating Agency Identifier) number PQ80800 is the routing code for PSPC's Contract Security Program. When your fingerprinting provider enters this number, the RCMP sends your criminal record check results directly to the CSP rather than to you. This allows the CSP to match your results with your security screening application automatically.

The DCN (Document Control Number) is a unique 20-digit number generated the moment your fingerprints are submitted. You must write this number on your personnel security screening application form. Without a matching DCN, the CSP cannot process your application — causing weeks or months of delays.

⚠️ Do not lose your DCN receipt. Surrey Fingerprint Company provides you with a printed receipt and the RCMP SRE transaction record showing your DCN and confirming results will be sent to PQ80800. Keep copies of all documents until your security clearance is fully processed.

Which Jobs Require This Form?

The Contract Security Program covers every private sector company and individual contractor who works on a Government of Canada contract that involves access to federal buildings, protected information, classified data, or sensitive government assets. This is a much broader category than most people realise — it includes thousands of jobs across dozens of industries in the BC Lower Mainland and across Canada.

There are three clearance levels, all of which require fingerprinting with ORI PQ80800:

Clearance Level What It Covers Validity Fingerprints Required?
Reliability Status Access to Protected A and B information and assets. Minimum level for most government contract work. 10 years ✅ Yes — mandatory for all new applications
Secret Clearance Access to Protected A, B and C information and sensitive government sites. Required after Reliability Status. 10 years ✅ Yes — mandatory, including upgrades
Top Secret Clearance Access to all classified information including national security and intelligence material. 5 years ✅ Yes — mandatory for all new and renewal applications

💡 Did you know? Not just federal employees

Many people are surprised to learn this process applies to private sector companies, not just federal public servants. If your company has won a government contract that involves access to federal sites, systems, or protected information — every employee working on that contract needs fingerprinting through the CSP. This applies to subcontractors too.

Companies That Regularly Send Workers for ORI PQ80800 Fingerprinting

The following types of private sector organizations in BC regularly require their employees to bring the PQ80800 fingerprint form to an RCMP accredited provider before starting work:

  • IT staffing and consulting firms — companies supplying IT contractors to federal departments (CRA, IRCC, DND, PSPC, ESDC, Health Canada, Statistics Canada, Justice Canada)
  • General contractors and construction companies — awarded federal building, renovation, or infrastructure contracts through Public Works
  • Security guard companies — providing contracted security at federal government buildings, DND bases, RCMP detachments, and border crossings
  • Cleaning and facility management companies — holding janitorial or maintenance contracts at federal office buildings
  • Defence contractors — companies supplying parts, maintenance, or technical support for the Canadian Armed Forces or DND

Step-by-Step Process — What to Do With Your Form

1

Receive the form from your employer

Your company security officer (CSO) or HR department gives you the printed "Fingerprints Applicant Request Form — Contract Security Program." Confirm the ORI number at the top is PQ80800. Some departments use different ORI numbers — always use the form your employer provides.

2

Book or walk in to Surrey Fingerprint Company

Call (604) 825-8882 or walk in any time Monday–Saturday, 9 AM–8 PM. Bring the form and two pieces of government-issued photo ID. Note: provincial health cards are not accepted for this specific process per PSPC policy — use your passport, driver's licence, or PR card.

3

Fingerprinting appointment — 15 to 20 minutes

Our technician verifies your identity, completes the form fields (your organization name, our agency name, officer name, and date), captures your digital fingerprints, and submits them electronically to the RCMP with ORI number PQ80800 entered in our system.

4

You receive your DCN receipt

We give you the completed form with your 20-digit Document Control Number (DCN) written clearly in the boxes at the bottom, plus a copy of the RCMP SRE transaction record confirming the results will be sent to PQ80800. Keep all copies — your employer needs the DCN for your security screening application.

5

Submit your DCN to your employer

Give the completed form and DCN to your company security officer. They enter the DCN on your personnel security screening application (TBS 330-23 for Reliability Status, plus TBS 330-60 for Secret/Top Secret). The CSP then matches your RCMP results with your application using the DCN.

6

Wait for clearance results

The RCMP processes your criminal record check and sends results to PQ80800. Processing times: Reliability Status typically 2–4 weeks; Secret clearance 3–6 months (includes CSIS assessment); Top Secret can take 6–12 months. Do not begin work on the contract until your clearance is confirmed by your employer.

Important Rules — Avoid Delays

  • Do not use the wrong ORI number. If your employer's form shows a different ORI number (for DND, CSIS, Transport Canada, or another department), use that number — not PQ80800. Results sent to the wrong department must be redone from scratch.
  • Health cards are not accepted as ID for this process. The Ontario PHIPA act and equivalent provincial laws prohibit using health cards for non-health purposes — PSPC specifically excludes them.
  • Write your DCN carefully. The DCN is 20 digits in 4 groups of 5. A single digit error means the CSP cannot match your results, causing weeks of delays. Verify it from the RCMP receipt, not from memory.
  • Do not get fingerprinted without the form. If your provider submits prints without the PQ80800 ORI number, results will not reach the CSP. You will need to be re-fingerprinted.
  • Results expire after 1 year. If your security screening request is not submitted within 12 months of your fingerprint date, you will need to be re-fingerprinted. RCMP criminal record check results used for upgrades are also only valid for 1 year.
  • Renewal fingerprints may be required. Reliability Status renewals after 10 years and Secret/Top Secret renewals require new fingerprints unless you were re-fingerprinted within the past 12 months through the CSP.
⚠️ Different ORI for Different Departments

While PQ80800 is the most common ORI number (used for most PSPC Contract Security Program applications), some federal departments have their own ORI numbers — including the Department of National Defence, Transport Canada, the RCMP itself, and others. Always use the ORI number printed on the form your employer gives you. Surrey Fingerprint Company can process any ORI number — just bring your form.

Frequently Asked Questions

What is ORI number PQ80800?+
PQ80800 is the Originating Agency Identifier (ORI) for Public Services and Procurement Canada's Contract Security Program. When this number is entered in the fingerprint provider's system, your RCMP criminal record check results are sent directly to the CSP instead of to you, allowing them to match your results with your security screening application automatically.
What is the DCN and why is it so important?+
The DCN (Document Control Number) is a unique 20-digit number generated when your fingerprints are submitted to the RCMP. You must record this exact number on your personnel security screening application form. Without a matching DCN, the CSP cannot link your criminal record check results to your application — causing significant processing delays. Surrey Fingerprint Company provides you with a printed DCN receipt immediately after your appointment.
Which jobs require Contract Security Program fingerprinting?+
Any employee or contractor working on a Government of Canada contract that involves access to federal buildings, protected information, or sensitive government assets. This includes IT consultants, construction workers, security guards, cleaning staff, facility maintenance, defence contractors, healthcare workers at federal facilities, couriers handling secure mail, and many more. Both private sector employees and government workers need this clearance.
Can I get fingerprinted at Surrey Fingerprint Company for ORI PQ80800?+
Yes. Surrey Fingerprint Company is RCMP accredited and fully authorized to submit electronic fingerprints to the RCMP with ORI PQ80800. We complete your form, capture your digital fingerprints, enter PQ80800 in our submission system, and provide your DCN receipt — all in one 20-minute appointment. Walk-ins welcome Monday to Saturday, 9 AM to 8 PM at 112-8232 120 Street, Surrey, BC.
Does the RCMP charge a fee for Contract Security Program fingerprints?+
The RCMP waives its standard criminal record check processing fee for fingerprints submitted through the Contract Security Program with ORI PQ80800. However, the fingerprint service provider (Surrey Fingerprint Company) charges a fee for capturing and electronically submitting your fingerprints. Call (604) 825-8882 for current pricing.
How long does it take to get security clearance after fingerprinting?+
Your fingerprints are submitted to the RCMP the same day. The RCMP processes the criminal record check within 3 business days (no record found) or up to 120 days (if a record is found). After the RCMP results reach the CSP, total clearance times are: Reliability Status 2–4 weeks, Secret clearance 3–6 months (requires CSIS security assessment), Top Secret 6–12 months.
What ID do I need to bring?+
Bring two pieces of government-issued identification — at least one must include your photo. Acceptable IDs include your Canadian passport, driver's licence, PR card, or federal government employee ID. Provincial health cards are NOT accepted for this process as per PSPC policy. Also bring the completed fingerprint applicant request form with ORI PQ80800 that your employer gave you.
My employer gave me a different ORI number, not PQ80800. Can you still help?+
Absolutely. Surrey Fingerprint Company can process fingerprint submissions to any federal department ORI number — not just PQ80800. Always use the ORI number on the form your employer provides. Common other ORI numbers include those for DND, Transport Canada, the RCMP, and other federal agencies. Simply bring your form and we will enter the correct ORI number from it.

RCMP Card Scan Service: Get Your Canadian Police Clearance Certificate From Anywhere in the World

📅 July 1, 2025 ✍️ Surrey Fingerprint Company ⏱️ 10 min read 🌐 International Clients

If you are living outside Canada and need an RCMP Police Clearance Certificate (PCC) or a Canadian Criminal Record Check for immigration, employment, or a visa application in another country — you can get it without travelling to Canada. Surrey Fingerprint Company offers a card scan service that accepts ink fingerprint cards mailed from anywhere in the world, digitizes them professionally, and submits them electronically to the RCMP on your behalf.

This guide covers which countries most commonly need this service, how to get your fingerprints taken in your home country, exactly what to mail to us, and what happens after we receive your card.

✅ RCMP Accredited Card Scan Service — Surrey, BC

Surrey Fingerprint Company is RCMP accredited and authorized to submit electronic fingerprints to the CCRTIS (Canadian Criminal Real Time Identification Services). We accept ink fingerprint cards from clients in any country. Email us at info@surreyfingerprint.com to start your application today.

What Is the RCMP Card Scan Service?

Electronic fingerprint submission to the RCMP is only available from within Canada. If you are outside Canada, you cannot submit your fingerprints digitally yourself — and the RCMP will not accept paper fingerprint cards sent directly from abroad either. The only legal pathway is:

  1. Get your ink fingerprints taken at a local police station or fingerprinting agency in your country
  2. Mail the original completed fingerprint card to an RCMP accredited agency in Canada
  3. The Canadian agency digitizes (scans) your ink card and submits it electronically to the RCMP
  4. The RCMP processes the submission and issues your Police Clearance Certificate

This is called card scan — and it is the service Surrey Fingerprint Company provides for international clients. We receive your original ink fingerprint card by courier, scan it on professional-grade equipment, and transmit it directly to the RCMP's CCRTIS database the same day we receive it.

⚠️ Important: Scanned copies, photos, or photocopies of fingerprint cards are not accepted by the RCMP. You must mail the original physical card with original ink impressions. Do not send photocopies — they will be rejected and returned.

2

Card scanned and quality reviewed

We scan your ink fingerprint card on professional equipment. Each impression is reviewed for clarity and legibility to RCMP standards. If any prints are unclear and could cause a rejection, we notify you before submitting.

3

Electronic submission to RCMP CCRTIS

We submit your digitized fingerprints electronically to the RCMP's Canadian Criminal Real Time Identification Services (CCRTIS) the same day or next business day after receipt. We send you the transaction reference number once submitted.

4

RCMP processes your submission

If there is no criminal record match: the RCMP typically processes the submission within 3 business days and issues the Police Clearance Certificate. If a manual review is required (record match or similar name found): processing can take up to 120 days. We have no control over RCMP processing times.

5

Certificate mailed to your address

The RCMP mails the official embossed certificate directly to the address on your application — either your home address or a third party such as your immigration consultant or lawyer. We can also arrange express courier delivery of the certificate to any international address upon request.

Critical Rules for Your Fingerprint Card

The RCMP has strict requirements for fingerprint card quality. Failure to follow these rules will result in rejection and require you to get re-fingerprinted in your country — causing significant delays. Follow all of these carefully:

  • Black ink only. Never use blue, red, or any other ink colour on the fingerprint card.
  • All ten fingers must be rolled individually from nail edge to nail edge. Partial impressions are rejected.
  • Flat impressions required — four fingers flat together for each hand, plus both thumbs flat in the designated boxes at the bottom of the card. Do not leave these blank.
  • All personal information fields must be completed — full legal name, date of birth, place of birth, sex, and the date fingerprinted. Cards with blank fields are returned unprocessed.
  • Do not photocopy the card after fingerprinting. Each submission requires an original card with original ink.
  • Official stamp and signature required — the fingerprinting official must stamp the card with their agency's official seal and sign it. Cards without an official stamp are not accepted.
  • Do not sign the card yourself before visiting the fingerprinting official — your signature must be witnessed by the official at the time of fingerprinting.
  • Moisturise your fingertips in the days before your appointment — dry skin is the most common cause of poor quality prints and RCMP rejection.

Frequently Asked Questions

What is RCMP card scan service?+
Card scan is the process where an RCMP accredited agency in Canada receives your original ink fingerprint card mailed from outside Canada, digitizes it using professional scanning equipment, and submits it electronically to the RCMP's CCRTIS. This is the only legal way for people outside Canada to obtain an RCMP Police Clearance Certificate, since direct electronic submission to the RCMP is not available from outside Canada.
Can I email or send a scanned photo of my fingerprints?+
No. The RCMP requires original ink fingerprint cards — scanned copies, photos, or photocopies cannot be processed. You must have your fingerprints taken on the original card in black ink, and mail or courier the physical card to our office in Surrey, BC.
Which fingerprint form should I use outside Canada?+
Ideally use the RCMP C-216C fingerprint form which we can provide. If your local police station uses their own form, that is also acceptable as long as the layout matches the C-216C format — rolled impressions of all ten fingers, flat impressions of both hands, and both thumbs. The form must be fully completed, signed by you, and stamped or sealed by the fingerprinting official.
How long does the RCMP card scan process take?+
Once we receive your card, we submit it to the RCMP the same day. If there is no criminal record match, the RCMP typically returns results within 3 business days. If manual review is needed, it can take up to 120 days. Add international courier time for the certificate to reach you after RCMP processing.
What documents do I need to send with my fingerprint card?+
Send: the original completed and stamped fingerprint card; a photocopy of your passport photo page; completed RCMP application information (full name, date of birth, sex, reason for check, mailing address); your IRCC letter if this is for a Canadian immigration application; and payment. Contact us before sending and we will give you the exact checklist for your specific application type.
Can Surrey Fingerprint Company mail the RCMP certificate to my country?+
Yes. The RCMP mails the completed certificate to the address on your application. We can arrange for it to go to your home address anywhere in the world, or to your immigration consultant, lawyer, or embassy on your behalf. Express courier delivery with tracking is available on request.
What is the cost for international card scan service?+
Contact us at info@surreyfingerprint.com or call (604) 825-8882 for current pricing. The total cost includes our card scan service fee plus the RCMP government processing fee. We accept credit card and international bank transfer for payment from outside Canada.
What if my fingerprints are rejected by the RCMP due to poor quality?+
If the RCMP rejects your fingerprints due to quality issues, you will need to be re-fingerprinted in your country and mail a new card. To prevent this, contact us before your fingerprinting appointment — we will review your card by photo before you send it to confirm the quality is acceptable. We also review every card upon receipt and notify you if there is a potential issue before submitting to the RCMP.

FBI Fingerprinting in Surrey, BC: FD-258 vs FD-1164 — Complete Guide for Canadians

📅 June 15, 2025 ✍️ Surrey Fingerprint Company ⏱️ 8 min read 📍 Surrey, BC

If you are a Canadian who has lived or worked in the United States — or if you need a US background check for immigration, employment, or legal purposes — you have likely been told you need fingerprinting on an FBI FD-258 or FD-1164 card. These two forms look similar, serve overlapping purposes, and are easily confused. This guide explains exactly what each form is for, who needs which one, and how to get them done professionally in Surrey, BC without crossing the border.

✅ RCMP Accredited — Walk-Ins Welcome

Surrey Fingerprint Company provides professional ink and roll fingerprinting on official FBI FD-258 and FD-1164 cards. We supply the cards, complete all required fields, and guarantee print quality accepted by the FBI. Monday–Saturday, 9:00 AM–8:00 PM. Call (604) 825-8882.

What Is the FBI FD-258 Fingerprint Card?

The FD-258 is the standard FBI applicant fingerprint card, printed in blue and white. It is the most widely used fingerprint card in North America for civil identity verification — meaning it is not used in criminal investigations, but for background checks initiated by the applicant themselves or by a requesting organization.

The FD-258 captures a complete set of ten rolled fingerprints along with personal information: full legal name, date of birth, place of birth, sex, race, height, weight, eye colour, and hair colour. Completed cards are submitted to the FBI's Criminal Justice Information Services (CJIS) Division, which runs them through its Next Generation Identification (NGI) system — the world's largest biometric database.

Who Needs an FD-258?

Canadians typically need the FD-258 in the following situations:

  • US Entry Waiver (Form I-192): Canadians with a past criminal conviction who need permission to enter the United States must include an FD-258 fingerprint card with their I-192 application to US Customs and Border Protection.
  • US work visas and work permits: Certain US visa categories and federally regulated employment positions require an FBI background check based on FD-258 fingerprints.
  • US professional licensing: Nurses, teachers, financial advisors, real estate agents, and other regulated professionals applying for US state licences often require FD-258 based background checks.
  • US federal contractor positions: Positions with US federal agencies or contractors requiring security clearance or Controlled Goods Program access typically require FD-258 fingerprinting.
  • International adoption: US-based adoption agencies commonly require FD-258 background checks for prospective adoptive parents, regardless of their country of residence.
  • ATF firearm licensing: The Bureau of Alcohol, Tobacco, Firearms and Explosives requires FD-258 for certain firearms-related applications.

What Is the FBI FD-1164 Fingerprint Card?

The FD-1164 is the FBI's Identity History Summary Request form, printed in white. It exists for a specific and narrower purpose: requesting a personal copy of your own FBI criminal record — officially called an Identity History Summary, or informally a "rap sheet."

When you submit an FD-1164 with two original fingerprint cards, the FBI searches its NGI database for any criminal history linked to your biometrics. The result is either a copy of your FBI criminal record, or an official letter stating that no record exists. The current fee for a direct submission to the FBI is USD $18.00.

Who Needs an FD-1164?

  • Canadian immigration (IRCC): If you have ever lived or worked in the United States, Immigration, Refugees and Citizenship Canada (IRCC) requires a US police certificate — an FBI Identity History Summary — as part of your permanent residency or citizenship application. This is one of the most common reasons Canadians in BC need FD-1164 fingerprinting.
  • Immigration to Australia, New Zealand, or the UK: These countries require former US residents to submit an FBI Identity History Summary as part of their own visa or immigration application.
  • Personal record review or correction: Anyone can request their Identity History Summary to review, correct, or obtain a certified copy of their FBI record.
  • Legal and court proceedings: Civil litigation, family law, and international legal matters sometimes require an FBI Identity History Summary as evidence.
  • International adoption: Some foreign governments and adoption agencies require an FD-1164 based FBI record in addition to other background documentation.

Key Rules That Apply to Both Forms

Whether you need an FD-258 or FD-1164, the FBI applies the same quality and completion standards to both. Failure to follow these rules is the most common reason cards are rejected and returned unprocessed:

  • All ten fingers must be rolled from nail edge to nail edge — partial impressions cause rejection.
  • Four flat impressions and two thumbs must also be captured in the lower section of the card — do not leave these blank.
  • All required fields must be completed — name, date of birth, place of birth, sex, date fingerprinted. Cards with blank required fields are rejected without processing.
  • Do not sign the card before your appointment. Your signature must be witnessed and dated by the fingerprinting technician at the time of service.
  • Do not use highlighter or red/purple ink anywhere on the card — these colours interfere with scanning.
  • Do not photocopy completed cards. Every submission must use original cards with original ink impressions.
  • ORI number (FD-258 only): If your requesting agency has an FBI Originating Agency Identifier (ORI), it must be entered in the designated field. Your fingerprinting technician will advise on this.
⚠️ RCMP C-216 Cards Are NOT Accepted by the FBI

The RCMP C-216 fingerprint card has the same physical layout as the FD-258 but is a different form designed for the RCMP — not the FBI. Many Canadians mistakenly present C-216 cards to FBI-bound agencies. The FBI will not accept them. Surrey Fingerprint Company stocks official FBI FD-258 and FD-1164 cards and will always ensure you receive the correct form for your specific requirement.

How to Get FBI Fingerprinting Done in Surrey, BC

As a Canadian, you cannot submit fingerprints digitally to the FBI — LiveScan electronic submissions to the FBI are only available to applicants physically located in the United States. You need professional ink and roll fingerprinting on physical cards, which are then mailed directly to the FBI or to the requesting agency. Here is the complete process at Surrey Fingerprint Company:

1

Confirm which form you need

Check the instructions from your requesting agency carefully. US Entry Waiver (I-192) = FD-258. IRCC US police certificate = FD-1164. Not sure? Call us at (604) 825-8882 and we will confirm the correct form for your situation.

2

Book your appointment or walk in

Call (604) 825-8882 or book online. Walk-ins welcome Monday–Saturday, 9 AM–8 PM. We supply official FBI cards — you do not need to bring your own.

3

Bring proper government-issued ID

Two pieces of original ID required — at least one must be a photo ID (passport, driver's licence, PR card, or BC Services Card). Also bring any specific forms or instructions from your requesting agency.

4

Fingerprinting appointment — 15 to 20 minutes

Our technician verifies your identity, completes all required fields on the FBI card in black ink, captures all ten rolled fingerprints and all flat impressions, then witnesses your signature. The entire appointment typically takes 15 to 20 minutes.

5

Quality check — every impression reviewed

Each fingerprint impression is inspected for clarity and completeness before you leave. If any print does not meet FBI legibility standards it is re-rolled immediately. We guarantee quality — if the FBI rejects prints due to quality issues we re-do them free of charge.

6

Mail your completed cards to the FBI

FD-1164: Mail two original completed cards + applicant information form + USD $18 payment to: FBI CJIS Division – Summary Request, 1000 Custer Hollow Road, Clarksburg, WV 26306. FD-258: Follow the specific submission instructions from your requesting agency (US CBP, licensing board, employer, etc.).

Processing Times and What to Expect Back

  • No criminal record found (FD-1164): The FBI processes clean Identity History Summary submissions within approximately 3 to 5 business weeks from receipt. Results are mailed by US First-Class Mail. Allow 6 to 8 weeks total from Canada including transit.
  • Criminal record found — manual review required (FD-1164): If your fingerprints produce a name or biometric match in the NGI system, manual review is triggered. This can take up to 120 days. The FBI will return results regardless of outcome.
  • FD-258 via requesting agency: Processing time is controlled by the receiving agency — CBP, licensing board, or employer. Same-day to several weeks is typical depending on the agency and purpose.
💡 Important: FBI Results Are Mailed Directly to You

The FBI does not return fingerprint cards with results. For FD-1164 submissions, the Identity History Summary is mailed to the address on your form — not to a PO Box and not to a third party unless an attorney release has been completed. If you need your results authenticated for international use (such as an apostille from the US State Department), authentication must be requested at the time of your original submission — the FBI will not authenticate previously issued results.

Tips for Getting Your Prints Accepted First Time

Poor quality fingerprint impressions are the most common reason for FBI rejection. Follow these steps in the days before your appointment to maximise print quality:

  • Hydrate well in the week before — dry skin produces faint, incomplete impressions.
  • Moisturise your hands nightly for several days beforehand, but do not apply lotion on the morning of your appointment.
  • Avoid heavy manual work in the 24 hours prior — cuts, blisters, and calluses reduce clarity.
  • Do not use hand sanitiser immediately before being fingerprinted — alcohol-based sanitiser dries the skin surface.
  • Let the technician guide your hands — relax your fingers and do not resist or assist the rolling motion. Our technicians are trained to apply the correct pressure and angle for each finger.
  • Disclose missing or damaged fingers before the appointment — amputations and permanent scars are documented on the card with specific notation and do not invalidate the submission.

Frequently Asked Questions

What is the difference between FBI FD-258 and FD-1164?+
The FD-258 is the standard blue-and-white FBI applicant fingerprint card used for employment, licensing, US immigration, and general background checks. The FD-1164 is a white card used specifically for FBI Identity History Summary Checks — where an individual requests their own personal FBI criminal record or official confirmation that none exists. Most US immigration and work permit applications use the FD-258, while Canadians needing a US police certificate for IRCC or personal purposes typically use the FD-1164.
Can Canadians get FBI fingerprinting done in Surrey, BC?+
Yes. Surrey Fingerprint Company is an RCMP accredited agency that provides professional ink and roll fingerprinting on official FBI FD-258 and FD-1164 cards. Canadians do not need to travel to the US for this service. We supply the cards, complete all required fields, and capture your fingerprints to FBI CJIS standards. Walk-ins are welcome Monday to Saturday, 9:00 AM to 8:00 PM.
Who needs FBI FD-258 fingerprinting in Canada?+
Canadians typically need FBI FD-258 fingerprinting for: US Entry Waiver (Form I-192) applications; US work visa or work permit applications; US immigration for permanent residency; international adoptions involving US agencies; US professional licensing (nursing, teaching, financial services); and positions with US federal contractors requiring security clearance.
Who needs the FBI FD-1164 form?+
The FD-1164 is used to request an FBI Identity History Summary — your personal FBI criminal record or a letter confirming none exists. Canadians commonly need this for: IRCC PR or citizenship applications requiring a US police certificate (mandatory if you have lived in the US); immigration to Australia, New Zealand, or the UK; legal and court proceedings; and certain international adoptions.
Can I do my own FBI fingerprinting at home in Canada?+
While the FBI technically permits self-fingerprinting, it is strongly discouraged. Poor quality ink impressions are the leading cause of FBI rejection, requiring resubmission and adding weeks or months to your timeline. A trained technician uses professional equipment to ensure prints meet FBI CJIS standards. Surrey Fingerprint Company guarantees print quality — if the FBI rejects them due to quality we re-do them at no charge.
How do I submit FBI fingerprint cards from Canada?+
From Canada, FBI cards must be submitted by mail — digital LiveScan submission to the FBI is only available for US-based applicants. For FD-1164 (Identity History Summary): mail two original completed cards with the applicant information form and USD $18 to: FBI CJIS Division – Summary Request, 1000 Custer Hollow Road, Clarksburg, WV 26306. For FD-258: follow the specific submission instructions provided by your requesting agency.
How long does FBI fingerprint processing take from Canada?+
For a clean Identity History Summary with no criminal record match, the FBI typically processes FD-1164 submissions within 3 to 5 business weeks from receipt. If manual review is triggered because a name or biometric match is found, processing can take up to 120 days. Add international mail transit time from Canada — allow 6 to 8 weeks total for most submissions.
What documents do I need to bring for FBI fingerprinting in Surrey?+
Bring two pieces of original government-issued identification. At least one must include your photo — a valid passport, driver's licence, PR card, or BC Services Card. The second can be a birth certificate, citizenship certificate, or similar government document. Also bring any forms or instructions from your requesting agency. Do not sign the fingerprint card before your appointment — your signature must be witnessed by the technician at the time of service.

Need ink and roll fingerprints for international police clearance from Canada? While Canada has moved to digital fingerprinting, many countries worldwide still require traditional ink fingerprints on physical cards. This comprehensive guide covers everything you need to know about ink fingerprinting for UAE, FBI, Singapore, Hong Kong, Caribbean nations, and 20+ other countries. Surrey Fingerprint Company, BC’s leading RCMP-accredited service, specializes in professional ink and roll fingerprinting for international applications.

Understanding Ink vs. Digital Fingerprinting

Before diving into country-specific requirements, it’s essential to understand the difference between ink fingerprinting and digital fingerprinting, and why many international countries still require the traditional ink method.

🖊️ Ink Fingerprinting

Traditional Method: Uses ink and paper to create physical fingerprint cards.

  • Physical cards like FD-258
  • Mailed to authorities
  • Required by 25+ countries
  • Certified by technician

💻 Digital Fingerprinting

Modern Method: Uses electronic scanners to capture fingerprints digitally.

  • Electronic submission
  • Used for RCMP checks
  • Faster processing
  • Standard in Canada

⚠️ Important: Two Different Purposes

For Canadian criminal record checks (RCMP): Only digital fingerprints are accepted (since 2014). Ink fingerprints cannot be submitted to RCMP.

For international police clearance: Many countries still require ink fingerprints on physical cards that are mailed directly to their authorities, bypassing RCMP entirely.

Frequently Asked Questions

QWhat is the difference between ink fingerprinting and digital fingerprinting?
Ink fingerprinting uses traditional ink and paper (ink and roll method) to capture fingerprints on physical cards like FD-258 or C-216-C forms. Digital fingerprinting uses electronic scanners to capture fingerprints and submit them electronically. Many international countries still require physical ink fingerprint cards that must be mailed to their authorities, while Canada’s RCMP only accepts digital fingerprints for domestic criminal record checks.

QWhich countries require ink fingerprints instead of digital from Canada?
Countries requiring ink fingerprints from Canada include UAE, Qatar, Saudi Arabia, Kuwait, Egypt, Singapore, Hong Kong, South Korea, India, Taiwan, United States FBI applications, Mexico, Brazil, Jamaica, Trinidad and Tobago, Barbados, Nigeria, South Africa, Kenya, and many Caribbean nations. These countries have not updated their systems to accept digital submissions and require physical fingerprint cards mailed to their authorities.

QHow much does ink and roll fingerprinting cost for international applications?
At Surrey Fingerprint Company, ink and roll fingerprinting for international police clearance costs $75. This includes professional ink fingerprinting on official FD-258 or C-216-C cards, RCMP-certified technician service, multiple card sets (2-3 copies), quality assurance inspection, and expert guidance for your specific country requirements.

QCan I do ink fingerprinting myself at home?
No, you should not attempt ink fingerprinting yourself. Most countries require fingerprints to be taken by certified professionals from RCMP-accredited agencies. Self-done fingerprints are often rejected due to poor quality, smudging, incomplete impressions, or missing required certifications. Professional agencies like Surrey Fingerprint Company ensure high-quality cards that meet international standards and are accepted on first submission.

QWhat is an FD-258 fingerprint card?
FD-258 is the standard FBI fingerprint card format used internationally. It is an official applicant fingerprint card that contains spaces for all 10 fingerprints (rolled and flat impressions), personal information, and physical descriptors. Many countries including UAE, Singapore, Hong Kong, Caribbean nations, and FBI applications require fingerprints on FD-258 cards specifically.

QHow long are ink fingerprint cards valid?
Ink fingerprint cards themselves do not expire, but the resulting police clearance certificates typically have validity periods of 3-6 months from issue date. Some countries like UAE and Qatar require certificates less than 3 months old, while others accept up to 6 months. Always check specific requirements with the requesting authority or destination country.

QDo ink fingerprints need to be notarized or authenticated?
Requirements vary by country. Many Middle Eastern countries (UAE, Qatar, Saudi Arabia) require fingerprint cards to be notarized and authenticated by Global Affairs Canada (apostille). Some countries also require legalization by their embassy in Canada. Caribbean countries typically only require certification by the fingerprinting agency. Always verify authentication requirements for your specific destination country.

QHow many sets of fingerprint cards should I get?
We recommend getting at least 2-3 complete sets of fingerprint cards. This provides backup copies in case one set is rejected due to mail damage, processing errors, or quality issues. Having multiple sets also helps if you need police clearances from multiple countries or if you need to resubmit. Surrey Fingerprint Company provides 2-3 card sets with every ink fingerprinting appointment.

Need a Singapore Police Clearance Certificate while in Canada? Whether you’re applying for immigration to another country, pursuing international employment, or meeting professional licensing requirements, obtaining fingerprints for your Singapore Certificate of Clearance (COC) is a critical step. This comprehensive guide walks you through the entire process, from fingerprinting in Canada to receiving your certificate from Singapore. Surrey Fingerprint Company, BC’s leading RCMP-accredited service, specializes in international police clearance requirements.

What is a Singapore Police Clearance Certificate?

A Singapore Police Clearance Certificate, officially known as a Certificate of Clearance (COC), is an official document issued by the Singapore Police Force that certifies whether you have a criminal record in Singapore. This certificate is essential for various legal, immigration, and employment purposes worldwide.

For Canadians or Canadian residents who have previously lived, worked, studied, or held residency in Singapore, this certificate serves as proof of good conduct during your time in Singapore and is often required by immigration authorities, employers, and professional licensing bodies internationally.

🇸🇬 Why You Need a Singapore Certificate of Clearance

Countries and organizations require Singapore Police Clearance if you lived in Singapore for 6 months or more. Common reasons include immigration applications to countries like Canada, Australia, UK, New Zealand, and USA, employment opportunities requiring international background checks, professional licensing in healthcare, education, finance, and legal fields, visa applications for long-term work or residence, adoption applications, and security clearances for government or sensitive positions.

Understanding Singapore’s Certificate of Clearance System

Singapore has a unique system for issuing police clearance certificates. Unlike some countries where you can apply online and receive immediate results, Singapore requires a formal application process with physical fingerprint submission.

Two Types of Applications

📱 Online Application (Singapore Residents)

If you’re currently in Singapore with valid SingPass credentials, you can apply online through the Singapore Police Force e-Services portal. Fingerprints are captured at designated stations in Singapore.

✉️ Overseas Application (For Canadians)

If you’re in Canada, you must submit a paper application with physical fingerprint cards mailed to Singapore Immigration and Checkpoints Authority (ICA). This is where Surrey Fingerprint Company helps.

Do I Need Fingerprints for Singapore Police Clearance from Canada?

Yes, absolutely. If you are applying for a Singapore Certificate of Clearance while residing in Canada, you must provide fingerprints as part of your application. Singapore authorities use fingerprints to conduct a comprehensive criminal records check against their national database.

Fingerprint Requirements for Singapore

  • Physical Fingerprint Cards: Singapore requires fingerprints on standard FD-258 fingerprint cards using traditional ink and roll method
  • RCMP-Accredited Agency: Fingerprints must be taken by certified professionals from recognized agencies
  • High Quality: Clear, complete prints of all 10 fingers without smudging or missing impressions
  • Multiple Copies: Recommended to submit 2 sets of fingerprint cards in case one is rejected
  • Proper Identification: Cards must include your full name, date of birth, and other identifying information

⚠️ Important: Digital-Only Submissions Not Accepted

Unlike some countries that accept digital fingerprint files, Singapore requires physical fingerprint cards mailed to their Immigration and Checkpoints Authority. You cannot email or upload fingerprints electronically. This is why working with an experienced agency like Surrey Fingerprint Company is essential—we understand these specific requirements.

Working with controlled goods or military technology in Canada? The Controlled Goods Program (CGP) requires mandatory fingerprint-based criminal record checks for designated officials, owners, and employees who examine, possess, or transfer controlled goods. This comprehensive guide covers everything you need to know about CGP fingerprinting requirements, security assessments, required forms, and the step-by-step process to obtain your RCMP-certified criminal record check in British Columbia.

What is the Controlled Goods Program (CGP)?

The Controlled Goods Program (CGP) is administered by Public Services and Procurement Canada (PSPC) under the Defence Production Act. It is a federal regulatory program that controls access to sensitive military items, technology, and technical data listed in the Defence Production Act.

Controlled goods include military equipment, components, technology, and technical data that have military or strategic applications. Any individual or organization that needs to examine, possess, or transfer these controlled goods in Canada must register with the CGP and comply with strict security requirements.

⚖️ Legal Requirement Under the Defence Production Act

Registration with the Controlled Goods Program is not optional – it is a legal requirement under federal law. Failure to register when required, or allowing unregistered individuals to access controlled goods, is an offence under the Defence Production Act and can result in prosecution and serious penalties.

What Are Controlled Goods?

Controlled goods are items and technology specified in the Defence Production Act that have military or strategic significance. Examples include:

  • Military aircraft, naval vessels, and armored vehicles
  • Weapons systems, firearms, and ammunition
  • Military electronics, sensors, and communications equipment
  • Components and parts for military equipment
  • Military software and technical data
  • Cryptographic equipment and cybersecurity technology
  • Aerospace and defense manufacturing equipment

Who Needs Fingerprinting for the Controlled Goods Program?

The Controlled Goods Program has specific fingerprinting requirements for different roles within registered organizations. Understanding who needs what type of criminal record check is essential for compliance.

1. Designated Officials (Mandatory Fingerprinting)

Every organization registered in the CGP must appoint at least one Designated Official (DO). The Designated Official is responsible for conducting security assessments of all employees, officers, and directors who need access to controlled goods.

MANDATORY: Designated Officials MUST submit fingerprint-based criminal record checks

For security assessment applications of designated officials submitted to the Controlled Goods Program, a certified criminal record check based on fingerprints is mandatory. Name-based checks are NOT acceptable for Designated Officials.

2. Authorized Individuals and Company Owners (Strongly Recommended)

Authorized Individuals and Company Owners (holding 20% or more of voting shares or interests) can submit either fingerprint-based or name-based criminal record checks. However, Public Services and Procurement Canada strongly recommends fingerprint-based checks.

Why fingerprinting is recommended:

  • 100% accurate identification – no confusion with similar names
  • No need to check every name you’ve used in your lifetime (maiden names, married names, etc.)
  • More comprehensive search of RCMP databases
  • Less cumbersome and potentially less expensive than multiple name-based checks
  • Faster processing with electronic submission

3. Employees, Officers, and Directors (Recommended)

For security assessments of employees, officers, and directors conducted by the company’s Designated Official, the CGP recommends that fingerprint-based criminal record checks be used. While not mandatory, fingerprint-based checks provide superior accuracy and are the best practice for CGP compliance.

Required Forms and Documentation

To complete your security assessment for the Controlled Goods Program, you’ll need specific forms and supporting documentation.

Security Assessment Application Form (PWGSC-TPSGC 465-2e)

The primary form required is the Security Assessment Application (Form PWGSC-TPSGC 465-2e), available as a PDF download from the Controlled Goods Program website at canada.ca.

This form collects comprehensive information about the individual being security assessed, including:

  • Personal information (full legal name, date of birth, citizenship status)
  • Employment history and education
  • Residential addresses for past 5 years
  • Personal references (non-family members)
  • Declaration of criminal history or security concerns

Supporting Documentation Required

Along with the completed Security Assessment Application form, you must submit:

📋 Required Documents Checklist

  • Certified Criminal Record Check Based on Fingerprints (or name-based if permitted for your role)
  • Two Pieces of Government-Issued ID (at least one must be photo ID)
  • Proof of Citizenship: Birth certificate, passport, or permanent resident card
  • Proof of Residence: Driver’s license or government-issued document with address

Understanding the Contract Security Program (CSP)

The Contract Security Program is administered by Public Services and Procurement Canada (PSPC), the federal office responsible for processing security screenings for private sector contractors working with the Government of Canada. The CSP ensures that individuals with access to sensitive government information, facilities, or assets meet stringent security requirements.

Whether you’re working on construction projects, IT services, consulting, defense contracts, or any other federal government work, personnel security screening is mandatory when contracts involve classified or protected information. The cornerstone of this screening process is mandatory electronic fingerprinting through RCMP-accredited agencies.

🏛️ Why Fingerprinting is Mandatory for Federal Contractors

In 2017, the RCMP retired its name-based criminal record check process because names could be misspelled, were too common, or were substituted with nicknames, leading to inaccuracies and delays. Electronic fingerprinting provides 100% accurate identification and is now the only acceptable method for federal contractor security screenings.

Who Requires Federal Government Contractor Fingerprinting?

Federal contractor fingerprinting is required for organizations and their employees that meet specific criteria under the Federal Contractors Program:

💼 Workforce Size

Organizations with a combined workforce in Canada of 100 or more permanent full-time or permanent part-time employees

💰 Contract Value

Received or bidding on a federal government goods or services contract valued at $1 million or more (including taxes)

🔐 Access Level

Employees requiring access to classified or protected government information, facilities, or assets

When is Fingerprinting Required?

  • New Contractors: All new employees starting work on federal contracts requiring security clearance
  • Security Clearance Upgrades: Existing contractors needing to upgrade their level of security clearance
  • Clearance Renewals: Contractors renewing their existing security clearance when it expires
  • Change of Circumstances: When there are significant changes in an employee’s situation that trigger re-screening

The Fingerprints Applicant Request Form

The most important document you’ll need is the Fingerprints Applicant Request Form – Contract Security Program. This official form is provided by your Company Security Officer (CSO) or Alternate Company Security Officer (ACSO) and contains critical information required for processing your security screening.

📋 Critical Information on the Form

  • ORI Number PQ80800: This Originating Agency Identifier directs results to the Contract Security Program
  • Applicant Information: Your full legal name, date of birth, and other identifying details
  • Company Information: Your employer’s name and CSO contact details
  • DCN Recording Space: Area for the fingerprint technician to record your Document Control Number

Understanding the ORI Number: PQ80800

The ORI (Originating Agency Identifier) number PQ80800 is essential for Contract Security Program fingerprinting. This unique identifier tells the RCMP to send your criminal record check results directly to Public Services and Procurement Canada’s Contract Security Program, not to you or your employer.

Important: If you’re being screened by a different government department (not through the Contract Security Program), you’ll receive a different ORI number specific to that department. Always use the ORI number provided on your Fingerprints Applicant Request Form.

Understanding the DCN (Document Control Number)

The Document Control Number (DCN) is a unique 20-digit identifier automatically generated when your electronic fingerprints are submitted to the RCMP’s Canadian Criminal Real Time Identification Services (CCRTIS). This number is crucial for linking your criminal record check results to your personnel security screening file.

Key Facts About DCN Numbers

⏱️ Validity Period

DCN is valid for 1 year from the date fingerprints were taken

🔄 Reusability

Can be reused for multiple screenings within the same department during the validity period

🚫 Non-Transferable

Cannot be transferred to or used by other departments or agencies

Step-by-Step: How to Complete Your Fingerprinting

Follow this comprehensive process to complete your mandatory electronic fingerprinting for federal government contract work:

Step 1: Receive Your Fingerprints Applicant Request Form

Your Company Security Officer (CSO) or Alternate Company Security Officer (ACSO) will determine if you need mandatory electronic fingerprinting for your personnel security screening. They will provide you with the Fingerprints Applicant Request Form for the Contract Security Program, which includes the ORI number PQ80800.

Step 3: Prepare Your Identification Documents

Bring two pieces of valid government-issued identification (at least one must be photo ID). Acceptable ID includes driver’s license, passport, Canadian citizenship certificate, Permanent Resident card, or provincial ID card. Ontario Health Cards and Social Insurance Cards are NOT acceptable.

✅ Acceptable Primary ID (Photo ID Required)

  • Canadian Driver’s License (issued by province or territory)
  • Canadian Passport
  • Canadian Citizenship Certificate (with photo)
  • Permanent Resident Card
  • Provincial/Territorial ID Card with photo

⚠️ NOT Acceptable as Primary ID

  • Ontario Health Card (prohibited by law from use as ID)
  • Social Insurance Card (not acceptable)
  • Photocopies or photos of ID cards
  • Expired identification documents

Step 4: Complete Digital Fingerprinting

At your appointment, certified technicians will verify your ID, capture your fingerprints digitally using advanced electronic equipment, and submit them to RCMP CCRTIS using ORI number PQ80800. This ensures results go directly to the Contract Security Program.

During your appointment, our RCMP-certified technicians will:

  • Verify your identification documents and Fingerprints Applicant Request Form
  • Capture your fingerprints digitally using advanced electronic equipment (clean, fast, no ink required)
  • Submit your fingerprints electronically to RCMP CCRTIS with ORI number PQ80800
  • Generate your unique 20-digit Document Control Number (DCN)
  • Record the DCN on your Fingerprints Applicant Request Form
  • Provide you with a receipt showing your DCN as proof of submission

The entire fingerprinting process takes approximately 15-20 minutes. The appointment is quick, professional, and painless.

💰 Cost of Fingerprinting

The RCMP does NOT charge a processing fee for fingerprints taken for federal employment or contract security screening.

However, accredited fingerprinting agencies charge a service fee for capturing and submitting your fingerprints. At Surrey Fingerprint Company, the cost is:

$50

Step 5: Return Documents to Your Company Security Officer

After fingerprinting, return the completed Fingerprints Applicant Request Form with the DCN recorded to your CSO or ACSO. Also provide them with a copy of your RCMP transaction receipt showing the DCN.

  • The completed Fingerprints Applicant Request Form with DCN recorded
  • A copy of your RCMP transaction receipt showing the DCN

Your CSO will then email the Contract Security Program with your DCN and other required information to link your fingerprint results to your personnel security screening file.

Step 6: RCMP Processing and Results

The RCMP processes your fingerprints through CCRTIS and conducts a comprehensive criminal record check. Processing typically takes 3-5 business days if no record is found, or up to 120 days if a record exists. Results are sent directly to the Contract Security Program electronically using your DCN, not mailed to you.

Status Processing Time Details
No Criminal Record 3-5 business days Fast processing for clean records
Criminal Record Found Up to 120 days Comprehensive review required
Results Delivery Electronic Sent directly to CSP via DCN

📧 Important: Results Are NOT Mailed to You

Unlike other types of criminal record checks, federal contractor fingerprint results are sent directly to the Contract Security Program electronically using your DCN. You will NOT receive a mailed certificate. The Contract Security Program reviews your results as part of your overall personnel security screening.
