BC Security Worker and Business Licence Fingerprinting in Surrey — The Complete 2025 Guide
Every security guard, private investigator, armoured car guard, locksmith, and security alarm professional in British Columbia must be fingerprinted before they can work in the industry. Under the Security Services Act, fingerprinting is a mandatory, non-negotiable requirement for every type of BC Security Worker Licence — and for the owners and managers of Security Business Licences too. This guide explains exactly what the fingerprinting process involves, which licences it applies to, and why Surrey Fingerprint Company has become the go-to fingerprinting provider for the entire Lower Mainland security industry.
Surrey's #1 Choice for Security Licence Fingerprinting
Surrey Fingerprint Company is the Lower Mainland's most trusted RCMP accredited fingerprinting agency for BC security licensing. Why Fingerprinting Is Mandatory for BC Security Licences
The BC Security Services Act requires that all security worker applicants submit fingerprints so the RCMP can conduct a Criminal Records and Judicial Matters Check (CRJMC) — a check that goes significantly further than a standard criminal record search. Fingerprint results are sent directly from CCRTIS (the RCMP's Canadian Criminal Real Time Identification Services) to the BC Security Programs Division.
The reason the Security Services Act requires fingerprints rather than just a name-based check is identity certainty. A name-based CPIC check can miss records belonging to someone with a similar name, or fail to catch offences recorded under a previous name. A fingerprint-based CRJMC is tied definitively to the individual — there is no ambiguity. For a profession that may involve carrying weapons, controlling access to buildings, or handling cash in transit, the provincial government demands that certainty.
The BC Security Programs Division is an accredited body that has been granted an ORI number unique to their program. When submitting fingerprints for a security licence, the provider must select 'BC Ministry of Public Safety' as the contributing agency name — this automatically populates the correct response address and invoices the CCRTIS federal processing fee directly to the Security Programs Division. Surrey Fingerprint Company has this configuration correctly set up in our system — you do not need to worry about incorrect routing.
What Is a CRJMC and Why Is It Required for Security Licensing?
A standard CPIC (Canadian Police Information Centre) criminal record check shows only convictions — cases where a court found someone guilty. A CRJMC (Criminal Records and Judicial Matters Check) is broader and more thorough. It reveals:
- Criminal convictions — all offences for which the person was found guilty
- Outstanding charges — charges that have been laid but not yet resolved in court
- Outstanding warrants — active arrest warrants from any Canadian jurisdiction
- Peace bonds — court orders restraining behaviour, often in domestic or harassment situations
- Probation orders — existing conditions from a previous sentence that are still active
- Judicial orders — restraining orders and other court-imposed conditions
This more complete picture is precisely what the BC Security Programs Division needs to evaluate whether someone is suitable to be trusted with the responsibilities of a security worker. An outstanding charge for assault or an active peace bond — neither of which would appear on a basic CPIC check — are exactly the kinds of information relevant to a security licensing decision.
If you or your HR team arrange a standard "background check" through a private company or online service, this will NOT satisfy the BC Security Services Act fingerprinting requirement. The law specifically requires a fingerprint-based CRJMC submitted by an RCMP accredited provider. Only the results from that process are accepted by the Security Programs Division.
Which Security Licences Require Fingerprinting?
Fingerprints are required for all Security Worker applicants on their initial application. This covers every licence type under the Security Services Act:
🛡️ Security Guard
The most frequently issued security licence in BC. Required for all security officers working at commercial buildings, events, retail, construction sites, hospitals, and residential complexes.
🚐 Armoured Car Guard
Cash-in-transit and valuables transport. Requires fingerprinting plus additional use of force and firearms training through JIBC.
🔑 Locksmith
Commercial locksmiths must be licensed. Requires a Locksmith Certificate of Qualification or equivalent experience, plus fingerprinting.
🚨 Security Alarm Installer
Anyone installing alarm systems commercially in BC must hold this licence. Requires a Trades Qualification Certificate or equivalent, plus fingerprinting.
📡 Security Alarm Monitor
Alarm monitoring centre operators who respond to triggered alarms and dispatch emergency services must hold this licence.
🔔 Security Alarm Responder
Mobile responders dispatched to triggered alarm sites require this licence, which is separate from the monitoring licence.
🔍 Private Investigator
All PIs operating in BC must hold a BC Security Worker Licence with PI designation. Requires 2 years of relevant experience plus fingerprinting.
📊 Security Consultant
Security consultants providing professional advice commercially require licensing and fingerprinting. Requires 2 years of relevant security experience.
🎰 Gaming Security Officer
Officers working in BC casinos and gaming facilities require a specific gaming security designation — with fingerprinting — under the licence.
If you are starting or running a security company in BC, the owner and the designated manager must both be fingerprinted as part of the Security Business Licence application. You cannot operate a licensed security business in BC without submitting fingerprints for all key personnel. Surrey Fingerprint Company regularly handles business owners and managers applying for new security business licences — we process multiple staff from the same company in one visit.
Initial Application vs Renewal — When Do You Need New Fingerprints?
| Situation | New Fingerprints Required? | Notes |
|---|---|---|
| New BC Security Worker Licence application | ✅ Always required | No exceptions — all first-time applicants must be fingerprinted |
| Renewal — using BC Services Card account | ❌ Not required | If you apply using your BC Services Card account, you do not need to provide new fingerprints when renewing your Security Worker Licence. |
| Renewal — NOT using BC Services Card account | ✅ Required | All Security Worker applicants renewing without using their BC Services Card account must have their fingerprints taken again and submit new fingerprints. |
| Adding a licence type (e.g. adding PI to existing guard licence) | ✅ Usually required | Confirm with Security Programs Division — a new check may be required |
| Security Business Licence — new application | ✅ Always required | Both owner and manager must be fingerprinted |
| Lost or stolen licence replacement | ❌ Not required | Replacement does not require new fingerprinting |
The Complete Process — From Fingerprinting to Licence in Hand
Complete your training first (for security guards)
Before applying for a Security Guard Licence, you must complete the Basic Security Training (BST) course through the Justice Institute of BC (JIBC) or an approved security training school. Note: BST certificates are no longer issued by the JIBC after December 15, 2025 — if you completed training after that date, JIBC completion is verified directly by the Security Programs Division. Other licence types have their own training requirements — see the BC Security Programs website for details.
Obtain your SL002 fingerprint request form
The BC Security Programs Division provides form SL002 (Request for Fingerprinting Under the Security Services Act) as part of the licence application process. This form contains the routing information needed for correct submission. Do not show up for fingerprinting without this form — we cannot submit without the correct authorization form.
Walk in to Surrey Fingerprint Company — 20 minutes
Bring your SL002 form and two pieces of government-issued photo ID. Surrey Fingerprint Company is open Monday to Saturday, 9 AM to 8 PM — no appointment needed. Our technician captures your ten digital fingerprints and submits them electronically to the RCMP with the BC Ministry of Public Safety routing. You receive a receipt and your completed SL002 form with the Confirmation of Fingerprinting section completed.
RCMP processes and sends results to Security Programs Division
Your fingerprints are submitted to CCRTIS the same day. The RCMP processes the CRJMC and sends results directly to the BC Security Programs Division — not to you and not to us. Most clean record results are returned within 1 to 5 business days.
Submit your licence application to BC Security Programs
With your fingerprinting Confirmation of Fingerprinting, training certificate, photo ID copies, and application form, apply for your licence through the BC Security Services online platform. The online application uses the BC Services Card account to verify your identity. If you choose not to use a BC Services Card account, you can still apply for a security licence online, however, it may take longer to process.
Licence issued by Security Programs Division
Once fingerprinting results are received and your application is reviewed and approved, your BC Security Worker Licence is issued. Total time from fingerprinting to licence in hand is typically 2 to 4 weeks. You cannot work as a security professional in BC until your licence is issued.

Common Mistakes That Delay BC Security Licence Fingerprinting
- Showing up without the SL002 form — this is the most common mistake. The form is provided by the BC Security Programs Division and must come with you. We cannot submit without it.
- Wrong ORI number entered by provider — if the fingerprinting provider uses the wrong ORI number, results go to the wrong government department. You must be re-fingerprinted. Surrey Fingerprint Company has never made this error.
- Insufficient ID — you need two pieces of government-issued identification, at least one with your photo. Health cards are not accepted for this process.
- Getting fingerprinted before completing training — for security guard licences, the BST training certificate must accompany your application. Fingerprinting done months before training may result in an expired check.
- Using a name-based check instead — private background check companies that do not use fingerprint-based RCMP submission cannot satisfy the Security Services Act requirement.
