Why Canada Post Requires Fingerprinting
Canada Post is a federal Crown corporation that operates Canada's national postal system. Every day it handles millions of pieces of mail — including financial documents, government correspondence, parcels containing high-value goods, and sensitive personal communications. Employees and contractors with access to mail or Canada Post facilities handle this material on behalf of every Canadian. That trust demands a rigorous background check.
Three reasons security screening matters: 1. The Government of Canada Security Policy requires not just employees but contractors to undergo security screening. 2. Canada Post has a legal obligation to protect the confidentiality of mail. 3. Security screening protects the public, Canada Post, and the contractors themselves.
The screening Canada Post uses is Reliability Status — the standard baseline government security clearance for positions with access to protected information and assets. Reliability Status requires a mandatory RCMP fingerprint-based criminal record check. Without it, you cannot access Canada Post facilities, handle mail, or begin work under the contract.
Canada Post's ORI Number for Fingerprinting
Canada Post Fingerprint ORI Number
Transaction Type: Federal Government Employment
Results routed to: Canada Post Security and Investigation Services
This number must be entered by your fingerprinting provider when submitting to the RCMP.
It comes pre-printed on the Canada Post Fingerprints Request Form — always bring the form.
The ORI number ON80223 is the Federal Government Employment identifier used by Canada Post. Your fingerprinting provider must select this ORI number when submitting your fingerprints electronically to the RCMP. When this number is correctly entered, the RCMP sends your criminal record check results directly to Canada Post's Security and Investigation Services — not to you, not to the fingerprinting provider.
If your fingerprinting provider enters the wrong ORI number — for example, using the generic PSPC PQ80800 instead of Canada Post's ON80223 — your results will be sent to the wrong department. Canada Post will not receive them. You will have to be re-fingerprinted from scratch, delaying your start date by weeks. Surrey Fingerprint Company always uses the ORI number from the official form you bring — never from memory.
Who Needs Canada Post Fingerprinting?
📮 Mail Carriers and Letter Carriers
Employees and contracted carriers who deliver mail and parcels on residential and commercial routes. Direct access to mail at sorting facilities and delivery vehicles requires Reliability Status.
🏭 Sorting Facility Workers
Staff who sort, process, and route mail at Canada Post processing and distribution centres across the Lower Mainland. These facilities handle millions of pieces of mail daily.
📦 Parcel Delivery Contractors
Independent contractors and owner-operators delivering Canada Post parcels under contract. Access to parcels, vehicles, and facilities requires completed security screening before the contract can begin.
🔧 Facility Maintenance Contractors
Trades and maintenance contractors working inside Canada Post processing facilities — electricians, HVAC technicians, cleaners, and general maintenance workers who access secured areas.
💻 IT and Technology Contractors
Software developers, IT support staff, and system administrators contracted to work on Canada Post technology systems. Access to Canada Post networks and data systems requires Reliability Status.
📋 Administrative and Office Staff
Contractors placed in Canada Post administrative, human resources, finance, or customer service roles with access to Canada Post systems, customer data, or facility access.
🚛 Transportation and Logistics Contractors
Truck drivers and logistics contractors transporting mail between Canada Post facilities. Bulk mail transport vehicles require security-screened drivers under the Government of Canada policy.
🏪 Authorized Dealers and Retail Contractors
Businesses operating as Canada Post Authorized Dealers who sell postal services, accept packages, and access Canada Post systems may require screening for key staff handling postal transactions.

Step-by-Step Process — Canada Post Security Screening Fingerprinting
Receive your Canada Post fingerprint package from HR
Canada Post HR or your contracting authority sends you the Fingerprints Request Form, the Personnel Screening Consent and Authorization Form, and the Security Screening Instruction Guide. Read the instruction guide carefully. Print the Fingerprints Request Form — you must bring the physical printed form to your appointment.
Complete your Personal History section on the consent form
Fill in your residential history, employment history, and personal history on the Personnel Screening Consent and Authorization Form. If you know you have a conviction for a criminal offence, it is in your best interest to be honest when you fill out the form. A conviction may not disqualify you from being cleared. List all criminal convictions for which a pardon has not been granted — including DUI.
Walk in to Surrey Fingerprint Company — 20 minutes
Bring your Canada Post Fingerprints Request Form and two pieces of government-issued photo ID. Walk-ins welcome Monday–Saturday 9 AM–8 PM. Our technician enters ORI number ON80223 from your form, captures your ten digital fingerprints electronically, and completes Section B of your Fingerprints Request Form including your 20-digit DCN.
You receive your DCN receipt and completed form
We provide you with a receipt showing your 20-digit Document Control Number (DCN) and the RCMP SRE transaction record confirming your fingerprints were submitted with ORI ON80223. The applicant is required to include the document control number (DCN) with their Personnel Security Screening application form. This will allow Canada Post to match the criminal record check results from the RCMP with their application.
Submit your complete security screening package to Canada Post
Submit the following documents to Canada Post Security and Investigation Services: the Fingerprints Form with Sections A and B completed, your completed Personnel Screening Consent and Authorization form, and a copy of the original fingerprinting receipt. Send by regular mail or courier to Canada Post's Security and Investigations Services using the address on your instruction guide.
Canada Post processes your Reliability Status screening
Canada Post Security and Investigation Services reviews your application. If no criminal record is found, the RCMP results return within 3 business days and Canada Post processes your Reliability Status. Total screening time is typically 2 to 8 weeks. Those who have indicated a criminal record will be subject to a more involved screening that could take up to 120 days. These applicants may be given an opportunity to explain the offence to an officer.
Understanding the DCN — Your Most Important Number
The Document Control Number (DCN) is the 20-digit number generated the moment your fingerprints are submitted to the RCMP. It is the unique identifier that links your fingerprint criminal record check results to your Canada Post security screening application. Without it, Canada Post cannot process your application.
The results of the criminal record check and the associated document control number (DCN) sent to Canada Post will both be valid for 1 year from the date the fingerprints were taken. The RCMP does not retain copies of civil fingerprints in their system. Once the criminal record check results are produced and shared with Canada Post, these results are deleted from the RCMP system.
Your DCN receipt is proof that fingerprinting was completed correctly. Canada Post may contact you about it if there is a matching issue. Make a photocopy and keep both the original and the copy. The DCN is valid for 12 months — if your Canada Post start date is delayed and more than 12 months pass from your fingerprint date, you may need to be re-fingerprinted.
What Happens If You Have a Criminal Record?
Having a criminal record does not automatically mean you will be denied Reliability Status for Canada Post. A conviction may not disqualify you from being cleared. Security and Investigation Services weigh your age at the time of the offence, the nature and severity of the offence and its relevance to your services.
The types of offences most likely to cause concern for Canada Post screening are those directly related to the job — theft of mail, fraud, identity-related crimes, or offences involving breach of trust or dishonesty. Older offences, minor offences, and offences unrelated to postal work are assessed more leniently.
The most important thing is honesty. Failing to disclose a conviction is a serious problem — not the conviction itself. If your record suspension (pardon) has been granted, you do not need to disclose that specific conviction. But any conviction without a pardon, including DUI, must be listed.
If you have not lived in Canada continuously for the past 5 years and have resided in the United States, Canada Post requires an FBI Identity History Summary in addition to your RCMP check. This requires FD-1164 ink fingerprinting on a separate card mailed to the FBI in Clarksburg, West Virginia. Surrey Fingerprint Company provides both the RCMP electronic fingerprinting for Canada Post AND the FD-1164 ink fingerprinting for the FBI — both can be done in the same visit.
Ink and Roll Fingerprinting for Canada Post — When Is It Used?
If electronic fingerprinting is not available at a location, ink and roll fingerprints must be completed on Form C-216C and the original copy returned to the individual. The completed ink card must then be processed by a card scan provider or mailed to Canada Post.
Electronic (LiveScan) fingerprinting is strongly preferred by Canada Post because it is faster, cleaner, and produces results in days rather than weeks. Surrey Fingerprint Company uses electronic LiveScan equipment — your fingerprints are submitted to the RCMP digitally the same day, which is significantly faster than ink and roll processing.

BC Security Worker and Business Licence Fingerprinting in Surrey — The Complete 2025 Guide
Every security guard, private investigator, armoured car guard, locksmith, and security alarm professional in British Columbia must be fingerprinted before they can work in the industry. Under the Security Services Act, fingerprinting is a mandatory, non-negotiable requirement for every type of BC Security Worker Licence — and for the owners and managers of Security Business Licences too. This guide explains exactly what the fingerprinting process involves, which licences it applies to, and why Surrey Fingerprint Company has become the go-to fingerprinting provider for the entire Lower Mainland security industry.
Surrey's #1 Choice for Security Licence Fingerprinting
Surrey Fingerprint Company is the Lower Mainland's most trusted RCMP accredited fingerprinting agency for BC security licensing. Security companies across Surrey, Delta, White Rock, Langley, Burnaby, and Richmond send their new hires and renewals to us because we get it right every time — correct ORI routing, same-day submission, and results sent directly to the BC Security Programs Division. Monday–Saturday 9 AM–8 PM · Walk-ins welcome · No delays, no errors.
(604) 825-8882 · 112-8232 120 Street, Surrey, BC
Why Fingerprinting Is Mandatory for BC Security Licences
The BC Security Services Act requires that all security worker applicants submit fingerprints so the RCMP can conduct a Criminal Records and Judicial Matters Check (CRJMC) — a check that goes significantly further than a standard criminal record search. Fingerprint results are sent directly from CCRTIS (the RCMP's Canadian Criminal Real Time Identification Services) to the BC Security Programs Division.
The reason the Security Services Act requires fingerprints rather than just a name-based check is identity certainty. A name-based CPIC check can miss records belonging to someone with a similar name, or fail to catch offences recorded under a previous name. A fingerprint-based CRJMC is tied definitively to the individual — there is no ambiguity. For a profession that may involve carrying weapons, controlling access to buildings, or handling cash in transit, the provincial government demands that certainty.
The BC Security Programs Division is an accredited body that has been granted an ORI number unique to their program. When submitting fingerprints for a security licence, the provider must select 'BC Ministry of Public Safety' as the contributing agency name — this automatically populates the correct response address and invoices the CCRTIS federal processing fee directly to the Security Programs Division. Surrey Fingerprint Company has this configuration correctly set up in our system — you do not need to worry about incorrect routing.
What Is a CRJMC and Why Is It Required for Security Licensing?
A standard CPIC (Canadian Police Information Centre) criminal record check shows only convictions — cases where a court found someone guilty. A CRJMC (Criminal Records and Judicial Matters Check) is broader and more thorough. It reveals:
- Criminal convictions — all offences for which the person was found guilty
- Outstanding charges — charges that have been laid but not yet resolved in court
- Outstanding warrants — active arrest warrants from any Canadian jurisdiction
- Peace bonds — court orders restraining behaviour, often in domestic or harassment situations
- Probation orders — existing conditions from a previous sentence that are still active
- Judicial orders — restraining orders and other court-imposed conditions
This more complete picture is precisely what the BC Security Programs Division needs to evaluate whether someone is suitable to be trusted with the responsibilities of a security worker. An outstanding charge for assault or an active peace bond — neither of which would appear on a basic CPIC check — are exactly the kinds of information relevant to a security licensing decision.
If you or your HR team arrange a standard "background check" through a private company or online service, this will NOT satisfy the BC Security Services Act fingerprinting requirement. The law specifically requires a fingerprint-based CRJMC submitted by an RCMP accredited provider. Only the results from that process are accepted by the Security Programs Division.
Which Security Licences Require Fingerprinting?
Fingerprints are required for all Security Worker applicants on their initial application. This covers every licence type under the Security Services Act:
🛡️ Security Guard
The most frequently issued security licence in BC. Required for all security officers working at commercial buildings, events, retail, construction sites, hospitals, and residential complexes.
🚐 Armoured Car Guard
Cash-in-transit and valuables transport. Requires fingerprinting plus additional use of force and firearms training through JIBC.
🔑 Locksmith
Commercial locksmiths must be licensed. Requires a Locksmith Certificate of Qualification or equivalent experience, plus fingerprinting.
🚨 Security Alarm Installer
Anyone installing alarm systems commercially in BC must hold this licence. Requires a Trades Qualification Certificate or equivalent, plus fingerprinting.
📡 Security Alarm Monitor
Alarm monitoring centre operators who respond to triggered alarms and dispatch emergency services must hold this licence.
🔔 Security Alarm Responder
Mobile responders dispatched to triggered alarm sites require this licence, which is separate from the monitoring licence.
🔍 Private Investigator
All PIs operating in BC must hold a BC Security Worker Licence with PI designation. Requires 2 years of relevant experience plus fingerprinting.
📊 Security Consultant
Security consultants providing professional advice commercially require licensing and fingerprinting. Requires 2 years of relevant security experience.
🎰 Gaming Security Officer
Officers working in BC casinos and gaming facilities require a specific gaming security designation — with fingerprinting — under the licence.
If you are starting or running a security company in BC, the owner and the designated manager must both be fingerprinted as part of the Security Business Licence application. You cannot operate a licensed security business in BC without submitting fingerprints for all key personnel. Surrey Fingerprint Company regularly handles business owners and managers applying for new security business licences — we process multiple staff from the same company in one visit.
Initial Application vs Renewal — When Do You Need New Fingerprints?
| Situation | New Fingerprints Required? | Notes |
|---|---|---|
| New BC Security Worker Licence application | ✅ Always required | No exceptions — all first-time applicants must be fingerprinted |
| Renewal — using BC Services Card account | ❌ Not required | If you apply using your BC Services Card account, you do not need to provide new fingerprints when renewing your Security Worker Licence. |
| Renewal — NOT using BC Services Card account | ✅ Required | All Security Worker applicants renewing without using their BC Services Card account must have their fingerprints taken again and submit new fingerprints. |
| Adding a licence type (e.g. adding PI to existing guard licence) | ✅ Usually required | Confirm with Security Programs Division — a new check may be required |
| Security Business Licence — new application | ✅ Always required | Both owner and manager must be fingerprinted |
| Lost or stolen licence replacement | ❌ Not required | Replacement does not require new fingerprinting |
The Complete Process — From Fingerprinting to Licence in Hand
Complete your training first (for security guards)
Before applying for a Security Guard Licence, you must complete the Basic Security Training (BST) course through the Justice Institute of BC (JIBC) or an approved security training school. Note: BST certificates are no longer issued by the JIBC after December 15, 2025 — if you completed training after that date, JIBC completion is verified directly by the Security Programs Division. Other licence types have their own training requirements — see the BC Security Programs website for details.
Obtain your SL002 fingerprint request form
The BC Security Programs Division provides form SL002 (Request for Fingerprinting Under the Security Services Act) as part of the licence application process. This form contains the routing information needed for correct submission. Do not show up for fingerprinting without this form — we cannot submit without the correct authorization form.
Walk in to Surrey Fingerprint Company — 20 minutes
Bring your SL002 form and two pieces of government-issued photo ID. Surrey Fingerprint Company is open Monday to Saturday, 9 AM to 8 PM — no appointment needed. Our technician captures your ten digital fingerprints and submits them electronically to the RCMP with the BC Ministry of Public Safety routing. You receive a receipt and your completed SL002 form with the Confirmation of Fingerprinting section completed.
RCMP processes and sends results to Security Programs Division
Your fingerprints are submitted to CCRTIS the same day. The RCMP processes the CRJMC and sends results directly to the BC Security Programs Division — not to you and not to us. Most clean record results are returned within 1 to 5 business days.
Submit your licence application to BC Security Programs
With your fingerprinting Confirmation of Fingerprinting, training certificate, photo ID copies, and application form, apply for your licence through the BC Security Services online platform. The online application uses the BC Services Card account to verify your identity. If you choose not to use a BC Services Card account, you can still apply for a security licence online, however, it may take longer to process.
Licence issued by Security Programs Division
Once fingerprinting results are received and your application is reviewed and approved, your BC Security Worker Licence is issued. Total time from fingerprinting to licence in hand is typically 2 to 4 weeks. You cannot work as a security professional in BC until your licence is issued.

Common Mistakes That Delay BC Security Licence Fingerprinting
- Showing up without the SL002 form — this is the most common mistake. The form is provided by the BC Security Programs Division and must come with you. We cannot submit without it.
- Wrong ORI number entered by provider — if the fingerprinting provider uses the wrong ORI number, results go to the wrong government department. You must be re-fingerprinted. Surrey Fingerprint Company has never made this error.
- Insufficient ID — you need two pieces of government-issued identification, at least one with your photo. Health cards are not accepted for this process.
- Getting fingerprinted before completing training — for security guard licences, the BST training certificate must accompany your application. Fingerprinting done months before training may result in an expired check.
- Using a name-based check instead — private background check companies that do not use fingerprint-based RCMP submission cannot satisfy the Security Services Act requirement.

Why BC Health Regulatory Colleges Require Fingerprinting
Under the Health Professions Act and individual college bylaws, BC health regulatory colleges are legally required to conduct criminal record checks for registrants to protect patient safety. Unlike name-based checks — which can miss records from people with similar names — fingerprint-based RCMP criminal record checks are identity-verified, ensuring the check result is definitively matched to the correct individual.
A name-based CPIC check is not sufficient for health profession registration in BC. Your college requires a certified fingerprint-based RCMP criminal record check. The RCMP result is usually sent directly to your regulatory college (for adults) or to you (for some circumstances) as specified in your college's registration instructions.
BC Health Regulatory Colleges — Requirements by Profession
BC College of Nurses and Midwives (BCCNM) — RNs, LPNs, RPNs, Midwives, Paramedics New RegistrationIEN Required
BCCNM requires a fingerprint-based criminal record check for all new initial registrants — including Registered Nurses (RNs), Licensed Practical Nurses (LPNs), Registered Psychiatric Nurses (RPNs), Registered Midwives, and Paramedics (which BCCNM now regulates). Internationally educated nurses (IENs) must also provide a Canadian RCMP check even if they submitted a police clearance from their home country. The criminal record check must be no more than 6 months old at registration submission.
College of Physicians and Surgeons of BC (CPSBC) — Physicians and Surgeons New RegistrationReinstatement
CPSBC requires criminal record checks for new registrants and in circumstances such as licence reinstatement, addressing conduct concerns, or re-registration after a period of non-practice. The CPSBC registration instructions specify whether you need a standard criminal record check or an enhanced check. International medical graduates (IMGs) registering in BC must complete a Canadian RCMP check regardless of checks completed in their home country.
College of Pharmacists of BC — Pharmacists and Pharmacy Technicians New Registration
The College of Pharmacists of BC requires fingerprint-based criminal record checks for new pharmacy registrants under the Health Professions Act. Both pharmacists and registered pharmacy technicians must complete the check before initial registration is confirmed. Internationally educated pharmacists must provide a Canadian RCMP check as part of their registration package regardless of foreign police clearances submitted.
College of Occupational Therapists of BC (COTBC) — Occupational Therapists New RegistrationIEN Required
COTBC requires a fingerprint-based criminal record check for new registrants and for internationally educated occupational therapists applying for registration in BC. The check must comply with RCMP requirements and be submitted as part of the full registration package. Results are typically sent directly to COTBC.
College of Physical Therapists of BC — Physiotherapists New Registration
The College of Physical Therapists of BC requires criminal record checks as part of new registrant screening. Physiotherapists who have practised in other provinces or internationally and are registering in BC must complete an RCMP fingerprint-based check. Check your college's current registration package for specific form and routing instructions.
College of Dental Surgeons of BC (CDSBC) — Dentists and Dental Specialists New RegistrationIEN Required
CDSBC requires criminal record checks for dentists and dental specialists registering in BC, including international dental graduates. The College of Dental Hygienists of BC has similar requirements for dental hygienist registration.
BC College of Social Workers (BCCSW) — Registered Social Workers New Registration
BCCSW requires criminal record checks for social worker registration, particularly for registrants who will be working with vulnerable populations — children, youth, seniors, and people with disabilities. Social workers in direct practice settings may be required to complete a Vulnerable Sector Check in addition to a standard RCMP check depending on their employer's requirements.
Other BC Health Regulatory Colleges
The following colleges also require fingerprint-based criminal record checks for registration: College of Optometrists of BC · College of Chiropractors of BC · College of Naturopathic Physicians of BC · College of Massage Therapists of BC · BC College of Oral Health Professionals · College of Traditional Chinese Medicine Practitioners and Acupuncturists of BC · College of Dietitians of BC. Always check your specific college's registration instructions for current requirements.
Special Section: Internationally Educated Health Professionals (IEHPs)
🌐 If You Were Educated or Practised Outside Canada
- Canadian RCMP check is always required — even if you have already provided a police clearance from your home country. Your BC college needs a Canadian check to verify any Canadian criminal history.
- Police clearances from other countries are also typically required for each country where you lived or practised for 6 months or more. These are separate from the Canadian RCMP check.
- For foreign police clearances — Surrey Fingerprint Company provides card scan services for countries that require ink fingerprints on their own national fingerprint form (e.g. UK, India, Philippines, South Africa, UAE, Australia). We can print your fingerprints on the correct country-specific form for mailing to that country's authorities.
- IRCC Police Certificate — if you are also applying for Canadian permanent residency, you will need an RCMP Police Clearance Certificate for immigration purposes in addition to your health college registration check. These can often be done in the same appointment.
- Bring your college's registration instructions to your appointment so we can ensure the correct routing and form are used for your specific college's requirements.
Step-by-Step Process
Check your specific college's current instructions
Each regulatory college may have slightly different requirements — some provide their own routing form or specify an ORI number. Download the registration instructions from your college's website or log into your registration portal before your fingerprinting appointment to confirm exactly what is needed.
Visit Surrey Fingerprint Company with your college's form or letter
Bring the form or letter from your regulatory college, your professional registration number or application reference number (if already assigned), and two pieces of government-issued photo ID. Walk-ins welcome Monday–Saturday 9 AM–8 PM.
Electronic fingerprinting — 15 to 20 minutes
We capture your ten digital fingerprints, complete all required form fields, and submit electronically to the RCMP with your college's specified routing or ORI number. You receive a receipt and transaction number immediately.
RCMP processes and routes results — 3 business days
Most clean record results return within 3 business days. Depending on your college's process, results go directly to your college or to you for inclusion in your registration package. Confirm with your college which applies so you can follow up correctly.
Submit your complete registration package to your college
Include the RCMP criminal record check (or confirmation that it has been sent directly to your college) with all other required registration documents. Most colleges require the check to be no more than 6 months old — do not leave significant time between fingerprinting and submitting your registration.
Most BC health regulatory colleges require your criminal record check to be no more than 6 months old at the time your registration application is submitted. If you get fingerprinted but then delay submitting your registration by more than 6 months, you may need to repeat the process. Get fingerprinted as close as possible to when you plan to submit your full registration package.
Some health professionals hold registrations with more than one college — for example, a nurse-midwife, or a physician practising in a second specialty. Each college may require a separate criminal record check submitted to their specific routing. Surrey Fingerprint Company can process multiple simultaneous submissions in one appointment if your colleges require different ORI numbers or routing instructions.

Record Suspension (Pardon) Fingerprinting in Surrey, BC — The Complete Guide to Starting Your Application
A Record Suspension — still commonly called a Canadian Pardon — is one of the most important steps a person with a criminal conviction can take to rebuild their life. It seals your record from standard criminal record checks, opening doors to employment, volunteering, professional licensing, and travel that would otherwise be blocked. But before you can apply to the Parole Board of Canada, fingerprinting is step one — and it must be done correctly. Surrey Fingerprint Company processes record suspension fingerprints with same-day RCMP submission, Monday to Saturday, 9 AM to 8 PM.
We submit your fingerprints electronically to the RCMP with clear notation that the purpose is a record suspension application — as required by the Parole Board of Canada. You receive a receipt and transaction number to track your RCMP criminal record request. Walk-ins welcome. (604) 825-8882 · 112-8232 120 Street, Surrey BC
What Is a Record Suspension (Pardon)?
A Record Suspension is granted by the Parole Board of Canada (PBC) under the Criminal Records Act. It legally separates your criminal convictions from the active RCMP National Repository of Criminal Records — meaning they no longer appear on standard criminal record checks used by most employers, volunteer organizations, and licensing bodies.
The term pardon was replaced by record suspension in 2012 when Parliament amended the Criminal Records Act. However, both terms refer to the same legal mechanism, and many people still use "pardon" in everyday conversation. The Parole Board processes both pardons and record suspensions under the same criteria — your application paperwork will refer to "record suspension" as the current official term.
The Parole Board of Canada received 17,072 record suspension applications in 2024–2025 and accepted 71% of them. Applications proposed for refusal may take up to 24 months to process. The application fee was reduced from $657.77 to $50.00 in January 2022 — making the process significantly more accessible.
Who Is Eligible to Apply?
Years Wait — Summary Offences
Minor criminal offences (e.g. minor theft, simple drug possession). Sentence must be fully completed including probation, fines, and conditions.
Years Wait — Indictable Offences
Serious criminal offences (e.g. assault, fraud, drug trafficking). Full sentence including all conditions must be completed before the wait begins.
A March 2020 Federal Court decision means the Parole Board no longer retroactively applies the stricter 2010 and 2012 legislative amendments. If your first offence was committed before those amendments, your application may be processed under the older, more lenient criteria — which had shorter waiting periods. If you were previously told you needed to wait 10 years, you may actually qualify under the old 5-year pardon criteria. Contact the Parole Board of Canada at 1-800-874-2652 to confirm which criteria apply to your situation.
Who is NOT eligible: Individuals convicted of a Schedule 1 offence (sexual offences against minors) face additional scrutiny and may be ineligible. People convicted of more than three indictable offences each carrying a sentence of 2+ years are also generally ineligible. Anyone with pending charges or outstanding warrants must resolve those before applying.
Cannabis simple possession — free record suspension: If your only conviction is simple possession of cannabis, you can apply for a record suspension with no application fee and no waiting period under Bill C-93. This applies even if sentence is not yet complete (fines do not disqualify you under this specific stream).
Why Fingerprinting Is the First Step
The fingerprinting step must be completed before anything else — before you fill out the Parole Board application form, before you request court documents, before you do anything. Here is why:
- The RCMP needs your fingerprints to locate your exact criminal record in their National Repository — not just find someone with your name and birthdate
- The RCMP produces a certified criminal record (or a Certification of No Criminal Record) which you must include with your Parole Board application
- Your electronic fingerprint submission must clearly state it is for a record suspension — otherwise the RCMP cannot process it for this purpose
- Hybrid offences (charges that can be prosecuted as summary or indictable) may not appear on a name-based check but will appear on a fingerprint-based check
The Parole Board of Canada will not accept a name-based criminal record check (CPIC) for a record suspension application. You must have fingerprint-based RCMP certified criminal record results. Using a name-based check will result in your application being returned without processing.
Benefits of a Record Suspension
💼 Employment
Most employers conduct standard criminal record checks. A record suspension means your convictions will not appear, removing a barrier to employment in the vast majority of positions.
🏥 Professional Licensing
Healthcare colleges, law societies, real estate boards, and other regulated profession bodies conduct background checks. A suspension removes most convictions from standard checks used by these bodies.
🤝 Volunteering
Coaches, youth workers, and volunteers with children or seniors must pass criminal record checks. A suspension allows you to pass standard checks and contribute to your community.
🏠 Housing
Many landlords and social housing providers conduct background checks. A record suspension removes convictions from standard checks, improving your housing options.
🎓 Education
Some colleges and universities require criminal record checks for admission to healthcare, education, or social work programs. A suspension removes the barrier.
✈️ International Travel
A suspension removes your conviction from standard Canadian criminal record checks used by some foreign embassies. Note: it does not automatically grant entry to the US — a separate US Entry Waiver (I-192) may still be needed.
The Complete Record Suspension Process — Step by Step
Get your RCMP fingerprints taken — record suspension purpose
Visit Surrey Fingerprint Company. Your fingerprints are submitted to the RCMP electronically with record suspension noted as the purpose. You receive a receipt with your transaction number. The RCMP then processes your criminal record and mails you a certified copy.
Receive your RCMP certified criminal record
The RCMP mails you an official certified criminal record (or a Certification of No Criminal Record). Current processing time is typically 3 to 5 weeks. This document is mandatory for your application — do not proceed without it.
Obtain certified court documents for each conviction
For every conviction on your record, request certified copies of court documents from the courthouse where you were convicted. Processing times vary — some courts take 2 weeks, others take 4 months. Request all documents simultaneously to save time.
Obtain local police records checks
Request a Local Police Records Check from every city or municipality where you have lived for 3 months or more in the past 5 years. Each requires a signed consent form and fee. The Parole Board will return your application if these checks are incomplete or missing required information.
Complete the Parole Board application form
Download the official Record Suspension Application Guide from the Parole Board of Canada website. Complete all sections carefully — incomplete applications are returned without processing. If you have a Schedule 1 offence conviction, you must also complete the Exception Form.
Gather supporting identity documents
Include a clear photocopy of a government-issued document with your name, date of birth, and signature (passport, driver's licence, or health card). If you are a past Canadian Armed Forces member, also obtain your Military Conduct Sheet from DND.
Submit complete application to the Parole Board of Canada
Mail your completed application package with the $50 processing fee (via the new Processing Fee form — not the old credit card form) to the Parole Board of Canada. Keep copies of everything. You cannot apply online — submission must be by mail, email, or fax.
Parole Board processes your application
The Parole Board reviews your application. Summary offence applications typically take 6 months. Indictable offence applications take 12 months. Applications proposed for refusal may take up to 24 months. If approved, your suspension is granted and your RCMP record is sealed.
What Does It Cost? Full Breakdown
| Item | Cost (Approx) | Notes |
|---|---|---|
| RCMP fingerprinting (Surrey Fingerprint Company) | Contact us | Required first step. Same-day RCMP submission. |
| Parole Board of Canada application fee | $50 | Reduced from $657.77 in January 2022. Free for cannabis possession-only cases. |
| Court documents (per conviction) | $20–$80 each | Varies by court and province. May take weeks to months. |
| Local police records checks | $20–$60 each | Required for each city you lived in (3+ months) in past 5 years. |
| Identity document copy | Free | Photocopy of passport, driver's licence, or health card. |
| Typical total | $250–$500 | Depends on number of convictions and cities lived in. |
Many companies charge $800 to $1,500+ to "assist" with record suspension applications. You do not need to hire anyone — the application is available directly from the Parole Board of Canada for $50. No service can expedite or fast-track the Parole Board review. Using a representative does not speed up your application. The only step that may benefit from help is gathering court documents from multiple jurisdictions.

What Is CBSA Form BSF644?
BSF644 — Digital Fingerprint Request (Canada Border Services Agency)
BSF644 is the official fingerprint request form issued by the Canada Border Services Agency (CBSA) for all employment candidates and current CBSA employees requiring personnel security screening. It is NOT the same as the standard RCMP C-216C form or the PSPC Contract Security Program form. The BSF644 routes your fingerprint results specifically to the CBSA Personnel Security Screening Unit in Ottawa, and must always be accompanied by two additional documents.
The BSF644 form contains your personal information, selection process number, and CBSA routing details. When you bring this form to an RCMP accredited fingerprinting provider, the provider uses the information to submit your digital fingerprints electronically to the RCMP, which then forwards results to the CBSA. For ink and roll fingerprints (which are less common), all physical documents must be mailed directly to Ottawa.
The Three Documents You Need
Unlike other fingerprint forms, the CBSA BSF644 process requires three documents — not just one. Make sure you have all of them before your appointment:
1. Form BSF644
The Digital Fingerprint Request form issued to you by CBSA Human Resources or the security screening coordinator. Contains your selection process number. Do not show up without this.
2. RCMP C-216C Fingerprint Card
The standard RCMP fingerprint card that captures your ten rolled fingerprints. Surrey Fingerprint Company provides this — you do not need to bring your own. We complete it during your appointment.
3. Third Party Waiver of Consent
Authorizes the RCMP to release your criminal record check results to the CBSA. CBSA HR usually provides this with your BSF644. If you did not receive it, ask your CBSA contact before your appointment.
4. Two Pieces of Photo ID
Two pieces of government-issued identification — at least one with your photo. Passport, driver's licence, PR card, or BC Services Card. Health cards are not accepted for this process.
5. Proof of Payment Receipt
The fingerprinting provider must give you a proof of payment receipt. Keep this — CBSA may request it to confirm you completed the fingerprinting step.
If for any reason you require ink and roll fingerprints instead of electronic, you must mail all three documents — both sets of fingerprints (C-216C), your BSF644 form, and the Third Party Waiver of Consent — directly to: CBSA Personnel Security Screening Unit, 355 North River Rd, Tower B, 20th Floor, Ottawa ON K1L 8C1. Electronic submission is strongly recommended as it is faster and more reliable.
Which CBSA Positions Require BSF644 Fingerprinting?
Every CBSA position — from frontline enforcement to administrative support — requires personnel security screening including fingerprinting. The clearance level depends on the position, but all require the BSF644 process:
Enhanced Reliability Status
Required for all CBSA positions. More thorough than standard reliability — includes enhanced law enforcement checks.
Secret Clearance
Required for most frontline and supervisory roles. Involves CSIS security assessment. Takes 3–6 months after fingerprinting.
Top Secret
Required for senior intelligence and national security roles within CBSA. Full CSIS field investigation. Can take 6–12 months.
🛂 Border Services Officers (BSO)
The most common CBSA position. BSOs require Enhanced Reliability Status plus Secret Clearance. The CBSA recruitment process can take up to 18 months and includes physical testing (PARE), medical evaluation, and security screening with BSF644 fingerprinting.
🔍 Intelligence Officers
CBSA Intelligence Officers assess threats, analyze data, and support enforcement operations. They typically require Secret or Top Secret clearance depending on their specific role and access requirements.
💻 Technology and IT Staff
IT analysts, developers, and network professionals working on CBSA systems require security screening including BSF644 fingerprinting before receiving access to CBSA information systems.
📊 Investigators and Enforcement
CBSA investigators, commercial fraud specialists, and criminal investigations officers require enhanced security screening. Positions involving sensitive national security information need Secret or Top Secret clearance.
🎓 Student Border Services Officers
Student BSO positions for summer 2026 intake (applications in July 2026) require security screening including fingerprinting. Students must be 18 years or older and enrolled full-time in a post-secondary program.
📋 Administrative and Support Staff
All CBSA administrative, financial, human resources, and support roles — including those without direct enforcement duties — require Enhanced Reliability Status with BSF644 fingerprinting.
🏗️ CBSA Contractors and Consultants
Private sector contractors providing services to CBSA through federal procurement must also complete CBSA-specific security screening. Depending on their contract, they may require their own BSF644 submission.
🔄 Existing Staff — Clearance Upgrades
Current CBSA employees requesting an upgrade in their security clearance level also require new fingerprinting through the BSF644 process, unless they were re-fingerprinted within the past 12 months.
Step-by-Step Process
You pass the CBSA assessment stage and receive your BSF644 package
CBSA HR or the security screening coordinator emails you the BSF644 form, the Third Party Waiver of Consent, and instructions. Review the instructions carefully and confirm your selection process number is correctly pre-filled on the BSF644.
Book or walk in to Surrey Fingerprint Company
Call (604) 825-8882 or walk in Monday–Saturday 9 AM–8 PM. Bring your BSF644 form, Third Party Waiver of Consent, and two pieces of government-issued photo ID. We supply the C-216C card — you do not need to bring one.
20-minute fingerprinting appointment
Our technician verifies your identity, completes the C-216C fingerprint card, enters your BSF644 routing information into our RCMP submission system, and captures your ten digital fingerprints. This takes 15 to 20 minutes.
Electronic submission to RCMP — same day
Your fingerprints are submitted electronically to the RCMP along with the Third Party Consent authorisation. You receive a proof of payment receipt. The RCMP routes results to the CBSA Personnel Security Screening Unit.
Notify CBSA you have completed fingerprinting
Contact your CBSA HR contact or security screening coordinator to confirm fingerprinting is done and provide your receipt. CBSA then processes your security screening application using the fingerprint results from the RCMP.
CBSA completes security screening — clearance granted
Once fingerprinting, reference checks, and all other security assessment steps are complete, CBSA grants your clearance level. For BSO candidates, the full recruitment process from initial application to clearance can take 6 to 18 months.
CBSA BSO Recruitment Timeline — Where Fingerprinting Fits
Many CBSA candidates are surprised by how long the full process takes. Here is where BSF644 fingerprinting fits within the Border Services Officer recruitment process:
- Stage 1: Online application and screening (Public Service Commission)
- Stage 2: Written exam (Situational Judgement Test)
- Stage 3: Physical Abilities Readiness Evaluation (PARE) — must complete obstacle course in 4 min 45 sec
- Stage 4: Structured interview
- Stage 5: Medical evaluation by designated CBSA physician
- Stage 6: Second language evaluation (bilingual positions only)
- Stage 7: Security screening — BSF644 fingerprinting happens here
- Stage 8: Canadian Firearms Safety Course (CFSC) and Restricted CRFSC
- Stage 9: 5-week training at Canada Border Services College
Security screening is often the longest part of CBSA recruitment. Get your BSF644 fingerprinting done as quickly as possible after receiving your package — delays at the fingerprinting stage push back your entire start date. Surrey Fingerprint Company offers same-day walk-in service with no waiting period.

Contract Security Program Fingerprinting in Surrey, BC — Complete Guide for ORI PQ80800
If your employer has handed you a form titled "Fingerprints Applicant Request Form — Contract Security Program" with ORI number PQ80800, you need to have your fingerprints taken at an RCMP accredited agency before you can begin working on your government contract. This guide explains exactly what this form is, which jobs require it, what happens with your DCN number, and how to get the process done quickly at Surrey Fingerprint Company.
Surrey Fingerprint Company is RCMP accredited and authorized to submit fingerprints directly to the RCMP with ORI number PQ80800 for the Contract Security Program. We complete your form, capture your digital fingerprints, and provide your DCN receipt — all in one 20-minute appointment. Monday–Saturday, 9 AM–8 PM. (604) 825-8882
What Is the Contract Security Program Fingerprint Form?
Fingerprints Applicant Request Form — Contract Security Program
This is the official Government of Canada form issued by Public Services and Procurement Canada (PSPC). It instructs an RCMP accredited fingerprint provider to submit your criminal record check results to the Contract Security Program using ORI number PQ80800. The form also records your 20-digit Document Control Number (DCN) — which you must record on your security screening application.
The ORI (Originating Agency Identifier) number PQ80800 is the routing code for PSPC's Contract Security Program. When your fingerprinting provider enters this number, the RCMP sends your criminal record check results directly to the CSP rather than to you. This allows the CSP to match your results with your security screening application automatically.
The DCN (Document Control Number) is a unique 20-digit number generated the moment your fingerprints are submitted. You must write this number on your personnel security screening application form. Without a matching DCN, the CSP cannot process your application — causing weeks or months of delays.
Which Jobs Require This Form?
The Contract Security Program covers every private sector company and individual contractor who works on a Government of Canada contract that involves access to federal buildings, protected information, classified data, or sensitive government assets. This is a much broader category than most people realise — it includes thousands of jobs across dozens of industries in the BC Lower Mainland and across Canada.
There are three clearance levels, all of which require fingerprinting with ORI PQ80800:
| Clearance Level | What It Covers | Validity | Fingerprints Required? |
|---|---|---|---|
| Reliability Status | Access to Protected A and B information and assets. Minimum level for most government contract work. | 10 years | ✅ Yes — mandatory for all new applications |
| Secret Clearance | Access to Protected A, B and C information and sensitive government sites. Required after Reliability Status. | 10 years | ✅ Yes — mandatory, including upgrades |
| Top Secret Clearance | Access to all classified information including national security and intelligence material. | 5 years | ✅ Yes — mandatory for all new and renewal applications |
Below are the most common job categories in BC and across Canada where workers are routinely given the ORI PQ80800 fingerprint form by their employer:
💻 Information Technology
- IT consultants on federal systems
- Software developers (DND, CRA, IRCC)
- Cybersecurity analysts
- Network administrators
- Database administrators
- Cloud infrastructure engineers
- Help desk and IT support
🏗️ Construction & Trades

Many people are surprised to learn this process applies to private sector companies, not just federal public servants. If your company has won a government contract that involves access to federal sites, systems, or protected information — every employee working on that contract needs fingerprinting through the CSP. This applies to subcontractors too.
Companies That Regularly Send Workers for ORI PQ80800 Fingerprinting
The following types of private sector organizations in BC regularly require their employees to bring the PQ80800 fingerprint form to an RCMP accredited provider before starting work:
- IT staffing and consulting firms — companies supplying IT contractors to federal departments (CRA, IRCC, DND, PSPC, ESDC, Health Canada, Statistics Canada, Justice Canada)
- General contractors and construction companies — awarded federal building, renovation, or infrastructure contracts through Public Works
- Security guard companies — providing contracted security at federal government buildings, DND bases, RCMP detachments, and border crossings
- Cleaning and facility management companies — holding janitorial or maintenance contracts at federal office buildings
- Defence contractors — companies supplying parts, maintenance, or technical support for the Canadian Armed Forces or DND

Step-by-Step Process — What to Do With Your Form
Receive the form from your employer
Your company security officer (CSO) or HR department gives you the printed "Fingerprints Applicant Request Form — Contract Security Program." Confirm the ORI number at the top is PQ80800. Some departments use different ORI numbers — always use the form your employer provides.
Book or walk in to Surrey Fingerprint Company
Call (604) 825-8882 or walk in any time Monday–Saturday, 9 AM–8 PM. Bring the form and two pieces of government-issued photo ID. Note: provincial health cards are not accepted for this specific process per PSPC policy — use your passport, driver's licence, or PR card.
Fingerprinting appointment — 15 to 20 minutes
Our technician verifies your identity, completes the form fields (your organization name, our agency name, officer name, and date), captures your digital fingerprints, and submits them electronically to the RCMP with ORI number PQ80800 entered in our system.
You receive your DCN receipt
We give you the completed form with your 20-digit Document Control Number (DCN) written clearly in the boxes at the bottom, plus a copy of the RCMP SRE transaction record confirming the results will be sent to PQ80800. Keep all copies — your employer needs the DCN for your security screening application.
Submit your DCN to your employer
Give the completed form and DCN to your company security officer. They enter the DCN on your personnel security screening application (TBS 330-23 for Reliability Status, plus TBS 330-60 for Secret/Top Secret). The CSP then matches your RCMP results with your application using the DCN.
Wait for clearance results
The RCMP processes your criminal record check and sends results to PQ80800. Processing times: Reliability Status typically 2–4 weeks; Secret clearance 3–6 months (includes CSIS assessment); Top Secret can take 6–12 months. Do not begin work on the contract until your clearance is confirmed by your employer.
Important Rules — Avoid Delays
- Do not use the wrong ORI number. If your employer's form shows a different ORI number (for DND, CSIS, Transport Canada, or another department), use that number — not PQ80800. Results sent to the wrong department must be redone from scratch.
- Health cards are not accepted as ID for this process. The Ontario PHIPA act and equivalent provincial laws prohibit using health cards for non-health purposes — PSPC specifically excludes them.
- Write your DCN carefully. The DCN is 20 digits in 4 groups of 5. A single digit error means the CSP cannot match your results, causing weeks of delays. Verify it from the RCMP receipt, not from memory.
- Do not get fingerprinted without the form. If your provider submits prints without the PQ80800 ORI number, results will not reach the CSP. You will need to be re-fingerprinted.
- Results expire after 1 year. If your security screening request is not submitted within 12 months of your fingerprint date, you will need to be re-fingerprinted. RCMP criminal record check results used for upgrades are also only valid for 1 year.
- Renewal fingerprints may be required. Reliability Status renewals after 10 years and Secret/Top Secret renewals require new fingerprints unless you were re-fingerprinted within the past 12 months through the CSP.
While PQ80800 is the most common ORI number (used for most PSPC Contract Security Program applications), some federal departments have their own ORI numbers — including the Department of National Defence, Transport Canada, the RCMP itself, and others. Always use the ORI number printed on the form your employer gives you. Surrey Fingerprint Company can process any ORI number — just bring your form.

Do You Need a Canadian Police Clearance Certificate (PCC) from United States of America?

🌐 International Clients — United States of America
If you are living in United States of America and have previously lived, worked, or studied in Canada, you may need a Canadian RCMP Police Clearance Certificate (PCC) or a Canadian Criminal Record Check. This guide explains exactly who needs one, why, and the complete step-by-step process for getting it done from United States of America — without travelling to Canada.
Surrey Fingerprint Company accepts ink fingerprint cards mailed from United States of America, digitizes them professionally, and submits them electronically to the RCMP on your behalf. Email us at info@surreyfingerprint.com to get started — we will send you the correct form and a complete checklist.
Why Would Someone in United States of America Need a Canadian RCMP PCC?
A Canadian RCMP Police Clearance Certificate is an official document showing your Canadian criminal record — or confirming that no record exists. It is required in several situations:
- Canadian Immigration (IRCC): If you are applying for Canadian Permanent Residency, citizenship, or certain work or study visas and have previously lived in Canada, IRCC requires an RCMP PCC as part of your application.
- Immigration to a third country: If you are immigrating to Australia, New Zealand, the UK, or other countries and have a history of living in Canada, those countries require a Canadian police clearance as part of their character check requirements.
- Employment background checks: Many regulated industries — healthcare, education, finance, government, and security — require a Canadian background check if you have worked or lived in Canada.
- Visa applications: Some countries require a police clearance from every country you have lived in for 6 months or more in the past 10 years.
Specific to United States of America: Americans who have lived or worked in Canada — and Canadian citizens or PRs residing in the US — frequently need an RCMP PCC for US immigration (green card, naturalization), employment background checks for US government or regulated industries, and Canadian citizenship or PR applications.
How the RCMP Card Scan Process Works from United States of America
Because electronic fingerprint submission to the RCMP is only available from within Canada, people outside Canada must use the card scan method — you have your ink fingerprints taken in United States of America, mail the original card to an RCMP accredited agency in Canada, and they submit it electronically to the RCMP on your behalf.
Contact us first
Email info@surreyfingerprint.com before getting fingerprinted. We will send you the RCMP C-216C fingerprint form, a complete checklist, and our current pricing. This ensures your fingerprints are taken correctly the first time.
Get your fingerprints taken in United States of America
Visit: Local sheriff’s office, city police department, or a private fingerprinting company / UPS Store. Bring: US driver’s licence, US passport, or state ID. Ask for ink fingerprinting on the RCMP C-216C form for Canadian government submission. The officer must stamp with the official seal and sign the card.
Mail the original card to us in Canada
Use a tracked courier: USPS Priority Mail International, FedEx International, or UPS Worldwide Express. Mail to: Surrey Fingerprint Company, 112 – 8232 120 Street, Surrey, BC V3W 3N4, Canada. Always include tracking — do not send original documents by untracked regular post.
We digitize and submit to the RCMP
The same day or next business day we receive your card, we scan it on professional equipment, verify quality, and submit electronically to the RCMP’s CCRTIS database. We email you a confirmation and transaction reference number.
RCMP processes and mails your certificate
If no criminal record is found, the RCMP typically issues the certificate within 3 business days and mails it to your address. The certificate can be mailed to your address in United States of America, or to your immigration consultant, lawyer, or embassy on your behalf.
Getting Your Fingerprints Taken in United States of America
Visit your local sheriff’s office or city police department and request ink fingerprinting for a Canadian government (RCMP) background check. Many UPS Store locations, private fingerprinting companies, and notary offices across the US also offer ink fingerprinting on the RCMP C-216C card — often without an appointment. Bring your US ID or driver’s licence and passport. Request fingerprinting on the RCMP C-216C form — not the FBI FD-258 form. The official must stamp and sign the completed card.
FedEx and UPS offer fast next-business-day tracked shipping to Canada. USPS Priority Mail International is more affordable but takes longer. FedEx is recommended for original documents.

Specific to United Kingdom: The UK is a major source of former Canadian residents. Britons and UK-based Commonwealth citizens need an RCMP PCC for UK DBS enhanced checks involving overseas history, IRCC Canadian immigration applications, Australian immigration, and employment in regulated sectors.
How the RCMP Card Scan Process Works from United Kingdom
Because electronic fingerprint submission to the RCMP is only available from within Canada, people outside Canada must use the card scan method — you have your ink fingerprints taken in United Kingdom, mail the original card to an RCMP accredited agency in Canada, and they submit it electronically to the RCMP on your behalf.
Contact us first
Email info@surreyfingerprint.com before getting fingerprinted. We will send you the RCMP C-216C fingerprint form, a complete checklist, and our current pricing. This ensures your fingerprints are taken correctly the first time.
Get your fingerprints taken in United Kingdom
Visit your local UK police station (by appointment) or an authorized private identification provider. Bring your British passport or UK Biometric Residence Permit (BRP). The RCMP accepts ink fingerprints captured on the Canadian C-216C form, standard local UK police fingerprint sheets, or standard international cards (such as the FBI FD-258 layout). The official must use black ink, stamp the card with their agency seal, and sign it.
Mail the original card to us in Canada
Use a tracked courier: Royal Mail International Tracked & Signed or DHL UK. Mail to: Surrey Fingerprint Company, 112 - 8232 120 Street, Surrey, BC V3W 3N4, Canada. Always include tracking — do not send original documents by untracked regular post.
We digitize and submit to the RCMP
The same day or next business day we receive your card, we scan it on professional equipment, verify quality, and submit electronically to the RCMP's CCRTIS database. We email you a confirmation and transaction reference number.
RCMP processes and sends your certificate
If no criminal record is found, the RCMP typically issues the certificate within 3 business days and dispatches it via mail. The certificate can be sent back to your address in United Kingdom, or directed directly to your immigration consultant, lawyer, or destination embassy to speed up your filing pipeline.
Getting Your Fingerprints Taken in United Kingdom
Visit your local police station (call ahead — not all stations take walk-ins for fingerprinting) and request ink fingerprinting for a Canadian RCMP background check. Most UK police forces take ink fingerprints for overseas purposes using either their own official layouts or the documents you bring. The RCMP fully accepts standard Canadian C-216C forms, standard UK police print sheets, and physical FBI FD-258 cards. Private fingerprinting companies in London, Manchester, Birmingham, Leeds, and Glasgow offer this service and are often faster. Bring your British passport or BRP. The official must stamp the card with the official agency seal and sign it.
DHL UK is recommended for fastest tracked international shipping. Royal Mail International Tracked & Signed is widely available. Always use a fully tracked service for original documents.

Do You Need a Canadian Police Clearance Certificate (PCC) from United Arab Emirates?
If you are living in United Arab Emirates and have previously lived, worked, or studied in Canada, you may need a Canadian RCMP Police Clearance Certificate (PCC) or a Canadian Criminal Record Check. This guide explains exactly who needs one, why, and the complete step-by-step process for getting it done from United Arab Emirates — without travelling to Canada.
Surrey Fingerprint Company accepts ink fingerprint cards mailed from United Arab Emirates, digitizes them professionally, and submits them electronically to the RCMP on your behalf. Email us at info@surreyfingerprint.com to get started — we will send you the correct form and a complete checklist.
Why Would Someone in United Arab Emirates Need a Canadian RCMP PCC?
Specific to United Arab Emirates: The UAE hosts one of the largest communities of former Canadian residents. South Asian expatriates who lived in Canada and are now working in the UAE frequently need RCMP PCCs for iqama renewals, Canadian immigration processing, and employment background checks.
